4 - ,', xa <br />44- ''L"' <br />MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />MAY 2, 1988 <br />The Planning and Zoning Commission met in regular session Monday, May <br />2, 1988, at 7:00 P.M. in the Council Room, City Hall, Paris, Texas, <br />with the following members present: <br />1. Freddy Swaim - Chairman 4. Bill Davidson <br />2. Ozie Battle 5. Bruce McMonigle <br />3. Charles Christian 6. Kyle Perry <br />Also present was Joe McCollum, Director of Community Development. <br />Chairman Swaim called the meeting to order and the minutes of April 4 <br />and April 6 were approved as presented. <br />Chairman Swaim opened the public hearing on the petition of Ever <br />Hilliard for a change in zoning from a Multi- Family Dwelling District <br />No. 1 (MF -1) -to a General Retail District (GR) on Lot 9, City Block <br />102 -C located at 117 S.E. 16th Street. <br />Mrs. Hilliard was present and told the Commission she wanted to locate <br />her dental lab at this location. She said the lab was presently in a <br />small building at 532 Lamar Avenue and she proposes to move it to 117 <br />S.E. 16th Street and construct a 16' x 16' addition to it. She said <br />she would provide off street parking for employees and the occasional <br />customer that might come in since most of her work is delivered to <br />customers. <br />No one else was present to speak on the matter and the public hearing <br />was closed. <br />It was pointed out that the lot is bounded on two sides by retail <br />zoning and a motion was made by Mr. Christian to recommend approval of <br />the petition. Mr. Perry seconded the motion which carried 6 ayes, 0 <br />nays. <br />Chairman Swaim declared the public hearing open on the petition of H -W <br />Investments for a change in zoning from a One Family Dwelling District <br />No.2 (SF -2) to a Commercial District (C) on part of Lot 14, City Block <br />259 located south of Loop 286 N.E. between Collegiate Drive and 31st <br />N. E. <br />No one was present to represent the applicant. <br />Several persons were in attendance to oppose the change in zoning. <br />A.W. Clem IV, representing Mrs. Mary Smith of 1210 N. Collegiate Drive, <br />listed several objections to the change on her behalf. He said the <br />proposed Commercial tract was bounded on two sides by single family <br />residential zoning and that any shopping center of the size proposed <br />should be in a Planned Development zoning to afford as much protection <br />as possible to adjacent residents.
