MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />May 9, 1988 <br />The City Council of the City of Paris met in regular session, Monday, <br />May 9, 1988, 7:00 P.. M., Council Room, City Hall, Paris, Texas. Mayor <br />Billy Joe Burnett called the meeting to order with the following <br />Councilmen present: Eric Clifford, Travis Wortham, Curtis Fendley, and <br />Bill Bone. Also present was City Manager, Michael E. Malone, City <br />Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. <br />Prayer was offered by Reverend Wilbur Simmons, Minister Ramseur Baptist <br />Church. <br />Mayor Burnett asked if there were any corrections to the minutes of <br />previous meeting, there being none, the minutes were approved as <br />presented. <br />Mayor Burnett called for receipt of reports from committees, boards and <br />commissions. <br />City Manager Malone advised that minutes of the Water and Sewer Rate <br />Study Advisory Committee and Visitors & Convention Council Committee, <br />had been furnished and no action was required. <br />It was the consensus of the Council to accept the report of the Street <br />and Drainage Committee, Airport Advisory Board, and Paris Public <br />Library Advisory Board. <br />Mayor Burnett called for consideration of and action on authorizing the <br />preparation of an Ordinance establishing a 20 m.p.h. school speed zone <br />during the hours of 7:15 A. M. and 2:00 P. M. until 3:45 P. M. each <br />school day on Stillhouse Road beginning 750 feet north of the north <br />boundary line of Loop 286, thence north 1,000 feet on Stillhouse Road. <br />A motion was made by Councilman Fendley, seconded by Councilman Wortham <br />authorizing the preparation of an Ordinance establishing a 20 m.p.h. <br />school speed zone on Stillhouse Road. The motion carried 5 ayes, 0 <br />nay. <br />A motion was made by Councilman Bone, seconded by Councilman Clifford <br />for preparation of an Ordinance revising the Traffic - Control Device Map <br />providing for stop signs on West Cherry at 4th Street N. W. stopping <br />east and west bound traffic on Cherry at 4th Street N. W. The motion <br />carried 5 ayes, 0 nays. <br />Gladys Martin, Vice Chairperson of the Housing Authority of the City of <br />Paris, Executive Director, Becky McDowell, Chairman, Clovis C. Graves, <br />Commissioner, J. B. Bankhead, and Roy M. Welch appeared before the <br />Council presented Mayor Billy Joe Burnett an award on behalf of the <br />Texas Chapter of NAHRO for their support in supplying Paris with <br />housing programs. <br />,-- Ralph Taylor, Route Four Paris, Texas, Minister of Bethel Temple Church <br />appeared before the Council with a proposal for water service to the <br />Bethel Temple Church.
