$2,100.00 has be allocated for tables and benches for three different <br />park areas in the City, and stated that he could do without these <br />items, but could not do without the Flair mower, and advised that it <br />would take $1,100.00 to put the current mowers back into operation; <br />therefore, would like to use the funds allocated for the park tables <br />and benches for the purchase of a flair mower. <br />After discussion, a motion was made by Councilman Clifford, seconded <br />by Councilman Kent authorizing advertisement for bids for one flail <br />mower for the Parks Department. The motion carried 6 ayes, 0 nays. <br />Councilman Clifford stated that sometime he would like see bids or <br />estimates on cost for mowing the parks by independent contracts to <br />compare with the city's cost for mowing the parks. <br />Mayor Burnett called for consideration of and action on authorizing <br />the preparation of an Ordinance amending Ordinance No. 86 -024._ A <br />motion was made by Councilman Clifford, seconded by Councilman <br />Fendley authorizing preparation of an Ordinance amending Ordinance <br />No. 86 -024. The motion carried 6 ayes, 0 nays. <br />Mayor Burnett directed the Council's attention to the next item on <br />the agenda - receipt of and staff recommendation concerning proposals <br />for water and sewer rate study. <br />City Manager Malone advised the Council that proposals has been <br />received from Reed & Stowe along with Freese & Nichols as <br />requested. City Manager Malone told the Council that the estimated <br />cost for the rate study was $33,600.00, and $30,000.00 had been <br />budgeted. <br />City Manager explained that this study is needed because there has <br />not been a rate study in 18 years, and in order to justify to our <br />customers residential, commercial, and Lamar County Water Supply <br />District, we need to be in a position to know the cost allocation <br />that is to be included in our rate to each of our customers because <br />we are also subject to regulations like any other utility, we could <br />be taken to the Texas Water Commission, and challenged on our rate. <br />The City of Paris needs to be in a position to defend and justify the <br />rate being charged. <br />Jack Stowe, a Partner of the firm of Reed & Stowe, 12660 Coit Rd, <br />Dallas, Texas, appeared before the Council explaining that their <br />proposal was based on the assumption that city staff would not be <br />able to furnish any time or assistance; therefore, their contract <br />does not take this into consideration; however, for every hour the <br />staff can spend assisting them, it will lower their time requirement <br />and in turn lower the contract price. <br />Mr. Stowe explained the need for both Reed & Stowe and Freese & <br />Nichols's study, one being the financial approach and the other will <br />be from the engineering approach. <br />
