MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />February 4, 1988 <br />The City Council of the City of Paris met in regular session, <br />Thursday February 4, 1988, 5:15 P. M., Council Chambers, City Hall. <br />Mayor Billy J. Burnett called the meeting to order with the following <br />Councilman present: Travis Wortham, Marshall H. Kent, Jr., Eric <br />Clifford and Bill Bone. Also present was City Manager, Michael E. <br />Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie <br />Cunningham. <br />Joe McCollum, Director of Community Development, appeared before the <br />Council and presented the minutes of the Planning and Zoning <br />Commission's meeting held February 1, 1988, and attached hereto as <br />part of these minutes as exhibit A. <br />Mayor Burnett declared the public hearing open on the petition of G. <br />L. Skidmore for a change in zoning from an Agricultural District (A) <br />to a Commercial District (C) on Lots 2 -A and 4, City Block 321 <br />located on the south side of Spur Hwy, 138 between Loop 286 and F. M. <br />195. <br />Mayor Burnett called for proponents to appear, and Scott McDowell, <br />Attorney, 50 N. Main Street, representing Mr. G. L. Skidmore appeared <br />before the Council explaining that the property ,joining Mr. <br />Skidmore's lots are zoned commercial and requested the Council to <br />accept the recommendations of the Planning and Zoning Commission and <br />allow the commercial zoning. <br />Mayor Burnett called for opponents to appear, none appeared and the <br />public hearing was declared closed. <br />A motion was made by Councilman Wortham, seconded by Councilman Bone <br />approving the zoning change and called for preparation of an <br />Ordinance to be presented at the next regular council meeting. The <br />motion carried 5 ayes, 0 nays. <br />Mayor Burnett declared the public hearing open on the petition of <br />James Patterson for a Site Plan approval in a Planned Development - <br />Retail District (PD -a) on Lot 17, City Block 296, located at 3355 <br />Lamar Ave. <br />Councilman Clifford made a motion to continue the public hearing and <br />table action until the March council meeting. The motion was <br />seconded by Councilman Wortham and carried 5 ayes, 0 nays. <br />Mayor Burnett declared the public hearing open on the petition of <br />Norman Montgomery for a Site Plan approval in a Planned Development - <br />Retail and Office District (PDa -f) on Lot 9 -A, City Block 331, <br />located on the northeast corner of Bonham Street and Loop 286. <br />Mayor Burnett called for proponents to appear, none appeared. <br />
