Mayor Burnett called for action on authorizing City Staff to develop a procedure for encouraging owners of property which has previously been subdivided in a manner that does not comply with the City's subdivision regulations. 3 }- David K. Tompkins, City Engineer, appeared before the Council explained that there are many lots in the City of Paris that have been subdivided and sold without filing a plat or meeting the City's Subdivision Regulations, and requested authorization to develop such a procedure. A motion was made by Councilman Bone, seconded by Councilman Hoog to authorize City Staff to develop a procedure for encouraging owners of property which has previously been subdivided in a manner not complying with the City's Subdivision regulations to ccmply with the subdivision regulations. The motion carried 6 ayes, 0 nays. Mayor Burnett called for consideration and action on authorizing preparation of an ordinance adopting site plan review requirements. David Tompkins, City Engineer, appeared before the Council and explained that there is not adequate detail to specify what items are to be included on a site plan, and the City Staff has developed a preliminary proposal for the requirements, and requested adoption by the Council. After discussion, a motion was made by Councilman Bone, seconded by Councilman Folmar to refer this matter to the Building Commission for their study and recommendation. The motion carried 6 ayes, 0 nays. Mayor Burnett called for consideration and action on a request for council authorization for sewer service feasibility study in the area of Clement Road and 36th Street N. E. City Engineer Tompkins appeared before the Council and explained that the study would consider alternatives for providing sewer service as well as financing methods. Mr. Tompkins discussed the possibility of a gravity service to this area instead of a lift station. After discussion a motion was made by Councilman Hoog, seconded by Councilman Bone authorizing the sewer service feasibility study in the area of Clement Road and 36th Street N. E. The motion carried 6 ayes, 0 nays. Mayor Burnett called for consideration and action on authorization to enter into an agreement with the Army Reserve for the provision of easements and construction engineering and supervision required for construction of a sanitary sewer along 24th S. E. Street to be paid for by the Federal Government. City Engineer Tompkins told the Council the Army Reserve center located south of the Paris Jr. College on 24th S. E. has proposed to the City the construction of a gravity line south and connect to existing City trunk line. The proposal would have the Federal Government pay for the construction and engineering design of the sewer line, with the City acquiring the right of way, provide construction inspection and. administration of the project. Mr. - Tcanpkins requested authorization to acquiring the right of way and to enter into an agreement to provide construction inspection subject to approved plans and specifications by the Engineering Department. After discussion, a motion was made by Councilman Wortham, seconded by Councilman Folmar to authorize acquisition of right of way, and to enter into an agreement to provide construction inspection subject to approved plans and specifications by the Engineering Department of -' the City of Paris.
