ATTEST: <br />FOR &R AIM \�.1\\ <br />i <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />March 16, 1987 <br />The City Council of the City of Paris met in special session, Monday, <br />March 16, 1987, 5:15 P. M. in the Council roan of City Hall. Mayor <br />Billy J. Burnett called the meeting to order with the following <br />Councilmen present: Bill Bone, Travis Wortham, and W. C. Francis. <br />Also present was City Manager, Michael E. Malone, City Attorney, T. <br />K. Haynes, and City Clerk, Mattie Cunningham. <br />Mayor Burnett announced that the special meeting was called for the <br />purpose of consideration of and action on a request for authorization <br />to proceed with utility relocation necessary for the construction of <br />the Collegiate Drive Improvement Project by force account means. <br />John Buss, Director of Engineering, appeared before the Council and <br />discussed the funding of Collegiate Drive Extension Project. Mr. <br />Buss summarized that the total estimated cost for the project is <br />$1,631,171.24, $87,555.00 was spent in the City's fiscal year 1985 -86 <br />for right of way, leaving a balance of $750,000.00 in drainage <br />construction to be funded in future years, and $793,616..24 to be <br />funding from this years budget. Mr. Buss stated that $600,000.00 has <br />been budgeted in the 1986 -87 budget, leaving a balance of <br />$193,616.24. Mr. Buss told the Council that it would be appropriate <br />to charge $50,000.00 of the cost to relocate utility lines to the <br />Utility Department and funds were available. The remaining balance <br />of $143,616.24 should be taken fran Revenue Share Funds presently in <br />account 25 -86 -00 -0903 which has a balance of - $200,000.00, and <br />suggested creating a special account to encumber the $143,616.24 for <br />the project. <br />Councilman Folmar entered the Council chambers and assumed his seat <br />at the Council table. <br />After discussion, a motion was made by Councilman Francis, seconded <br />by Councilman Folmar to proceed by force account with the utility <br />relocation for the Collegiate Drive Improvement Project. The motion <br />carried 5 ayes, 0 nays. <br />
