64-1. Resolution No. 87 -033 amending the contract for Additions to the Water Treatment Plant is hereby amended by Change Order No. 8 and authorizing and directing the Mayor of the City of Paris, Billy Joe Burnett to execute said Change Order was presented by City Attorney Haynes. City Manager Malone presented the change order stating the need for each item on the change to the contract which results in an additional cost of $3,654.00. John Buss, Director of Engineer, told: the Council that construction is expected to be complete by the middle of May, and stated the change on the suction piping will give the Contractor additional time which this change order also authorizes. Mr. Buss explained the cost for the suction piping can be paid for by two ways; agree on a price and then order construction to commence; or if a price can not be agreed upon, we can have the construction done at actual field cost plus 15% for overhead and profit, and on Council action, March 16th, we have prepared paperwork and met with the Contractor to carry out Council's wishes. For equipment rental rates, we have agreed upon a schedule of rental rates for equipment which charges for waiting time and actual construction time; labor, this will be charged at actual cost, and will go up through the foreman level, anything above that will be absorbed in the Contractor's profit; inspectors for the City and the foreman for the Contractor will sign a time sheet at the end of every day certifying who worked on the job and how long; Contractor will provide actual rates for individuals employed on the job all work over 8 hours is overtime in any one day, and all work over 40 hours in a week is overtime pay; Contractor will supply us with actual invoices for sizeable material; small items will be charged at an assumed price of .4% of actual labor charged; overhead and profit will be 15% of the items above - material, equipment rates, and labor; work standards will be the same as project specifications. Mr. Buss stated that at this time an agreement has not been reached on the time extension.. After discussion, a motion was made by Councilman Wortham, seconded by Councilman Francis for approval of the Resolution. The motion carried 5 ayes, 0 nays.
