673 , <br />Joe McCollum, Director of Community Development, presented a petition <br />signed by twenty -six residents living on or owning seventeen pieces <br />of property in the area affected by the sought zoning change. <br />r-, <br />Mayor Burnett declared the public hearing closed. <br />After discussion, a motion was made by Councilman Hoog, seconded by <br />Councilman Bone to deny the requested zoning change of Mrs. W. F. <br />Jesse. The motion carried 5 ayes, 0 nays. <br />Mayor Burnett declared the public hearing open on the petition of <br />Lowry Carrington for a change in zoning frm a Neighborhood Service <br />District (NS) to a General Retail District (GR) on Lots 2 and 3, City <br />Block 248 -B located at 1954 and 1970 Clarksville St. <br />Mayor Burnett called for proponents to appear, and none appeared. <br />Mayor Burnett called for opponents to appear and Don McLaughlin, 2152 <br />Clarksville appeared before the Council stating that he was not <br />within 200 feet of the property in question, but opposed the zoning <br />change that would permit serving wine with meals. <br />James Wright 805 20th S. E. appeared before the Council opposing the <br />zoning change stating that he did not know if he was within the 200 <br />feet limit, but he was against the serving of mixed drinks, and the <br />increase of traffic that would occur if the zoning was changed. <br />Mere Reed, 830 S. E. 20th,appeared in opposition to the zoning change <br />and stated the opposition was to the selling of mixed drinks. <br />Joe McCollum, Director of Community Development, presented a petition <br />signed by property owners or residents in the vicinity of 20th St. S. <br />E. and Clarksville Street protesting the application of Lowrey <br />Carrington to change the Zoning Classification of the property in the <br />1900 block of Clarksville St. <br />Mayor Burnett declared the public hearing closed. <br />A motion was made by Councilman Hoog, seconded by Councilman Wortham <br />to accept the recommendation of the Planning and Zoning Camtission to <br />deny the zoning change of Lowry Carrington. The motion carried 5 <br />ayes, 0 nays. <br />Joe McCollum, Director of Community Development, presented the replat <br />of Lot 20, Block C, Windsor Estates, Part 1. A motion was made by <br />Councilman Bone, seconded by Councilman Folmar approving the replat <br />subject to the requirements of the City Engineer. The motion carried <br />5 ayes, 0 nays. <br />Mr. McCollum presented the Final Plat of Park Place Shopping Center. <br />A motion was made by Councilman Folmar, seconded by Councilman <br />Wortham for approval of the Final Plat subject to the requirements of <br />the City Engineer. The motion carried 5 ayes, 0 nays. <br />
