673 , Joe McCollum, Director of Community Development, presented a petition signed by twenty -six residents living on or owning seventeen pieces of property in the area affected by the sought zoning change. r-, Mayor Burnett declared the public hearing closed. After discussion, a motion was made by Councilman Hoog, seconded by Councilman Bone to deny the requested zoning change of Mrs. W. F. Jesse. The motion carried 5 ayes, 0 nays. Mayor Burnett declared the public hearing open on the petition of Lowry Carrington for a change in zoning frm a Neighborhood Service District (NS) to a General Retail District (GR) on Lots 2 and 3, City Block 248 -B located at 1954 and 1970 Clarksville St. Mayor Burnett called for proponents to appear, and none appeared. Mayor Burnett called for opponents to appear and Don McLaughlin, 2152 Clarksville appeared before the Council stating that he was not within 200 feet of the property in question, but opposed the zoning change that would permit serving wine with meals. James Wright 805 20th S. E. appeared before the Council opposing the zoning change stating that he did not know if he was within the 200 feet limit, but he was against the serving of mixed drinks, and the increase of traffic that would occur if the zoning was changed. Mere Reed, 830 S. E. 20th,appeared in opposition to the zoning change and stated the opposition was to the selling of mixed drinks. Joe McCollum, Director of Community Development, presented a petition signed by property owners or residents in the vicinity of 20th St. S. E. and Clarksville Street protesting the application of Lowrey Carrington to change the Zoning Classification of the property in the 1900 block of Clarksville St. Mayor Burnett declared the public hearing closed. A motion was made by Councilman Hoog, seconded by Councilman Wortham to accept the recommendation of the Planning and Zoning Camtission to deny the zoning change of Lowry Carrington. The motion carried 5 ayes, 0 nays. Joe McCollum, Director of Community Development, presented the replat of Lot 20, Block C, Windsor Estates, Part 1. A motion was made by Councilman Bone, seconded by Councilman Folmar approving the replat subject to the requirements of the City Engineer. The motion carried 5 ayes, 0 nays. Mr. McCollum presented the Final Plat of Park Place Shopping Center. A motion was made by Councilman Folmar, seconded by Councilman Wortham for approval of the Final Plat subject to the requirements of the City Engineer. The motion carried 5 ayes, 0 nays.
