6 <br />RESOLUTION NO. 87 -038 <br />WHEREAS, an election was. held by the qualified voters <br />of Wards 4, 5, and 7 of the City of Paris, Paris, Texas, on <br />the 4th day of April, 1987, for the purpose of voting for <br />and electing the Councilmen from each of said Wards to serve <br />as members of the 'City Council for the ensuing two (2) <br />years, to -wit:. <br />1. Councilman From Ward Four (4) <br />2. Councilman From Ward Five (5) <br />3. Councilman From Ward Seven (7) <br />WHEREAS, as required by Order of the District Court of <br />the United States for the Eastern District of Texas, Paris <br />Division, in Civil Action No. P- 75 -3 -CA, and as provided in <br />the Charter of the City of Paris and the laws of the State <br />of Texas wherein they do not conflict with said Order, such <br />election was conducted and held at three (3) specified and <br />designated polling places, that is one polling place in Ward <br />4, 5, and 7 of the City of Paris, Paris, Texas; and, <br />WHEREAS, sealed returns of said election, made by the <br />duly appointed and designated election officials of and for <br />the three (3.) respective voting boxes, have been made to the <br />Mayor and City Council of the City of Paris, as required by <br />law, which returns after due and deliberate review and <br />canvass thereof, show the following results of said <br />election, to -wit: <br />(1) IN WARD FOUR (4) A TOTAL OF 142 VOTES WERE CAST FOR <br />COUNCILMAN FROM WARD FOUR (4) AS FOLLOWS: <br />District Absentee Total <br />7 Troy Jones, Jr. <br />9 <br />0 <br />9 <br />Fred Kumpel <br />28 <br />3 <br />31 <br />Marshall H. Kent, Jr. <br />101 <br />1 <br />102 <br />Write -In Candidates <br />0 <br />0 <br />0 <br />(2) IN WARD FIVE (5) A TOTAL OF 175 VOTES WERE CAST FOR <br />COUNCILMAN FROM WARD FIVE (5) AS FOLLOWS: <br />District Absentee Total <br />W. C. Francis 68 0 68 <br />Curtis Fendley 103 3 106 <br />Write -In Candidates 1 0 1 <br />(3) IN WARD SEVEN (7) A TOTAL OF 610 VOTES WERE CAST FOR <br />COUNCILMAN FROM WARD SEVEN (7) AS FOLLOWS: <br />District Absentee Total <br />Brady Fisher 170 13 183 <br />Eric S. Clifford 403 24 427 <br />Write -In Candidates 0 0 0 <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF PARIS, that from the above and foregoing canvass <br />of the returns of the votes in the three (3) respective <br />voting boxes in such election, it is declared and determined <br />' that Marshall H. Kent, Jr. is the person receiving the <br />highest number of votes of the votes cast at such election <br />for Councilman From Ward Four (4), and is therefore elected <br />to serve-as Councilman From Ward Four (4) and as a member of <br />the City Council of the City of Paris for the ensuing two <br />(2) years; that Curtis Fendley is the person receiving the <br />
