Clifford is the-person receiving the highest number of votes of the votes cast at such election for Councilman From Ward Seven (7), and is there- fore elected to serve as Councilman From Ward Seven (7) and as a member of the City Council of the City of Paris for the ensuing two (2) years. Passed and adopted by the City Council of the City of Paris in regular session convened pursuant to the directions of the Election Code of the State of Texas, on this the 9th day of April, 1987. ATTEST: attie Cunningham,- it er 0 FORM: S, city Attorney it e Burnett, Mayor Richard Herrington, Executive Director of the Paris Housing Authority, appeared before the Council requesting approval from the City Council regarding an application for front -end funds for scattered site low rent public housing. Mr. Herrington explained that Federal Funds were available to purchase 50 houses in the City of Paris which 45 would be three bedroom and 5 would be four bedroom, and they will be owned by the HACP, scattered throughout the City of Paris, rented to those applicants that qualify for the program, and the Housing Authority will eventually sell the houses back to the people. Mr. Herrington stated that there will be no welfare recipients in the program, each applicant will be screened and must meet certain requirements to qualify for the program. Mr. Herrington told the Council that he has contacted the Paris Board of Realtors who is favor of the Program, they feel that this will bring money into the City of Paris and help the city economically. After a considerable amount of discussion, a motion was made by Councilman Bone, seconded by Councilman Hoog to turn the application down.
