�3y MINUTES OF THE PLANNING AND ZONING COMMISSION May 4, 1987 The Planning and Zoning Commission met in regular session Monday, May 4, 1987, at 7:00 P.M. in the Council Room, City Hall, Paris, Texas with the following members present: 1. Freddy Swaim - Chairman 4. Jacob Hildreth 2. Charles Christian 5. Bruce McMonigle 3. Bill Davidson 6. Ronnie Nutt Also present were T.K. Haynes, City Attorney, Richard Babb, Interim City Engineer, and Joe McCollum, Director of Community Development. Chairman Swaim called the meeting to order and the minutes of the April 6, 1987, meeting were approved as presented. Chairman Swaim declared the public hearing open on the petition of William de G. Hayden for a change in zoning from a One- Family Dwelling District No. 2 (SF -2) to a One Family Dwelling District No. 1,(SF -1)-on Lot 20, City. Block 312 located at 930 Cardinal Lane. Dr. Hayden said his request was a combination of effort to preserve an historic structure and provide guest facilities at his house. He said the house, which was built around 1905, had been moved to a location behing his residence and he wished to restore it for the use of house guests. He said that the structure was about to be destroyed to make room for St. Joseph's Hospital expansion and it was given to him if it could be moved. No one else was present to speak on the matter and the public hearing was closed. Following discussion, a motion was made by Mr. Nutt, seconded by Mr. Hildreth, to recommend approval of the change in zoning. The motion carried 6 ayes, 0 nays. Chairman Swaim declared the public hearing open on the petition of Susan Myers for a change in zoning from a Two - Family Dwelling District (2F) to a One Family District No. 3 (SF -3) and Specific Use Permit - Mobile Home (39) on Lot 20, Block 4, Gibbons Park Addition located at 835 Cedar Street. Mr. McCollum explained that Ms. Myers had unexpected surgery and was still in the hospital, therefore, she could not be here to represent the application. Mrs. Jean Owens, 816 Cedar Street and Mrs. Mary Coleman, 825 Cedar Street, both spoke in favor of the change saying that it would help the neighborhood by occupying a lot that has been vacant a long time and was always needing mowing and cleaning up.
