Glenn Watson, 3070 Clark Lane, representing the Paris Rodeo and Horse Club, appeared before the Council with a proposal to enclose all of the Rodeo Arena, and in order to do this, the Rodeo and Horse Club is proposing to sell individual type bonds to raise money to do the construction, but the Rodeo and Horse Club would have to have a long term lease agreement with the City of Paris to cover the term of the Bonds. Mr. Watson presented a drawing of the proposed enclosed Rodeo Arena, and told the Council that the seating capacity would be approximately 8 - 10 thousand where the present seating capacity is 5,500. Mr. Watson stated that the Paris Rodeo and Horse Club would need a 25 year lease and suggested that the lease with the Red River Valley Fair Association be amended to allow the City to lease the Rodeo Arena to the Paris Rodeo and Horse Club. Mr. Watson presented a letter from Jeff Hoog, a member of the Red River Valley Fair Association stating that the Fair Association would cooperate anyway they could. Mayor Burnett advised the Council that at this time the Council would go to item No. 9 on the Agenda - consideration of and action on authorizing the City Attorney to prepare a lease with the Paris Rodeo and Horse Club and an amendment to the lease. with the Red River Valley Fair Association. A motion was made by Councilman Clifford directing the City Attorney to negotiate an amendment to the lease with the Red River Valley Fair Association to allow the City to lease the Rodeo Arena area only to the Paris Rodeo and Horse Club for a term of 25 years. The motion was seconded by Councilman Fendley and carried 7 ayes, 0 nays. Mayor Burnett announced that the next item on the agenda was consideration of and action on authorizing Change Order No. 9 to Additions to the Water Treatment Plant. John Buss, Director of Engineering, appeared before the Council stating that the City has two sources for raw water that being Lake Crook and Pat Mayse, and there is a pump station just below the dam at Lake Crook that has been there approximately twenty years which has existing pumps in it, and as part of the Water Treatment Plant's improvements Project, a variable frequency drive was installed which allows you to run a pump that would be at constant speed pump and 734
