9.8 A motion was made by Councilman Kent, seconded by Councilman Clifford to approve the plans to repair the culvert in the 900 Block of East Polk Street by using the force account method. The motion carried 6 ayes, 0 nays. Mayor Burnett presented a request of the 3M Properties for annexation of 17.47 acres located between Loop 286 N. W. and F. M. 79. After discussion, a motion was made by Councilman Clifford authorizing preparation of the necessary Ordinance for the annexation of the 17.47 acres. The motion was seconded by Councilman Bone and carried 6 ayes, 0 nays. The Council also directed Joe McCollum, Director of Community Development, to report at the next Council a recommendation of property that could be annexed that would bring in a large amount of land at a minimum amount of cost to the City. Mayor Burnett called for discussion and consideration of declaring an emergency and authorizing staff to proceed by force account to rehabilitate and replace damaged motor controls, pump and related equipment associated with the ground storage pumping station. City Manager Malone presented pictures of the damaged motor control at the ground storage facilities and stated that this was a mechanical failure causing the damage, and advised that temporary equipment has been installed, cost would be approximately $35,000.00 - $40,000.00 to put the equipment back in order. Bill King, Director of Utilities appeared before the Council discussing the cause for malfunction of the pump. After further discussion, a motion was made by Councilman Clifford, seconded by Councilman Fendley declaring an emergency and authorizing staff to proceed by force account with the rehabilitation and replacement of the damaged motor controls, pump and equipment. The motion carried 6 ayes, 0 nays. Ron Peterson, Staff Engineer, appeared before the Council and discussed the additional problems with the central interceptor that picks up at 12th and Sherman Street, runs along the railroad tracks just inside the Loop across Stillhouse and Stillhouse Creek where it goes outside the loop on to the north interceptor. Mr. Peterson told the Council that additional testing is necessary and discussed the type of repairs and material that would be needed. City Manager Malone reported that a copy of a letter has been included in the Council packet addressed to the Texas Water Commission in Tyler, Texas giving them a schedule of repairs to the lift stations. City Manager Malone also reported that the prospect of getting the EPA Grant which was to be used to upgrade sewer lines i n S. W. Paris, was not favorable. i
