MINUTES OF THE SPFr7IAL MEETING OF THE CITY COUNCIL <br />January 26, 1987 <br />The City Council of the City of Paris met in special session, Monday, <br />January 26, 1987 at 5:15 P. M. in the Council roam of City Hall. Mayor <br />Billy J. Burnett called the meeting to order with the following Councilman <br />present. W. C. Francis, Travis Wortham, and Jeff Hoog. Also present was <br />City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City <br />Clerk, Mattie Cunningham. <br />Scott Randall, representative of McCaw Cablevision appeared before the <br />Council and informed them that McCaw Cablevision has agreed to transfer <br />control of McCaw South Central Com mications Inc. to Cooke Cablevision <br />Inc. and requested consent to the transfer of control of the system <br />including cable television franchise rights and obligations of McCaw to <br />Cooke. Mr. Randall told the Council that the transfer was in a form of. <br />stock of the cable system and would not result in any interruption or <br />degradation of cable television services to the customers of McCaw <br />Cablevision. Mr. Randall introduced. Mr. Lex Walters, the new General <br />Manager of McCaw Cablevision. Mr. Walters gave handouts to the Council <br />regarding the transfer. <br />Mayor Burnett called for consideration and action on bids received for one <br />Four Wheel Drive Tractor. <br />Ballard Huddleston, Director of Public Works appeared before the Council <br />and discussed the bids received:. Mr. Huddleston expressed the need for the <br />four wheel drive tractor because of the adverse conditions of mowing at <br />angles and in ditches. Mr. Huddleston stated the low bid of Pettit Ward <br />Farm & Garden in the amount of $10,972.70 did not meet specifications, and <br />recommended the bid of Case Pourer & Equipment in the amount of $11,972.00 <br />which did meet the specifications. <br />After discussion, a motion was made by Councilman Wortham, seconded by <br />Councilman Francis to take this item from the table. The motion carried 4 <br />ayes, 0 nays. <br />Councilman Hoog made a motion to reject all bids received and authorize <br />rebidding under a package deal for a four wheel drive tractor and equipment <br />that is.needed. The motion carried 4 ayes, 0 nays. <br />Mayor Burnett called for consideration and action on bids received for two <br />Nitronox Analgesic Units. <br />Steve Burgin, Fire Chief appeared before the Council and discussed the need <br />for these units. Mr. Burgin stated these units would be used to relieve <br />pain and explained the process. Mr. Burgin told the Council that the <br />Nitronox Analgesic Units have been approved by our Medical Advisory Board, <br />and has been adopted in the Ambulance Service Protocol. The. Council <br />requested Mr. Burgin get copies of the Protocol for inspection. <br />Mayor Burnett announced that the Council would go to item number three <br />which was consideration and action on expanding the Police Department's <br />computer system. <br />r-- <br />
