�v <br />MINUTES OF THE <br />PLANNING AND ZONING COMMISSION <br />MARCH 2, 1987 <br />The Planning and Zoning Commission met in regular session Monday, March 2, <br />1987, at 7:00 P.M. in the Council Room, City Hall, Paris, Texas, with the <br />following members present: <br />1. Freddy Swaim, Chairman 4. Jacob Hildreth <br />2. Charles Christian 5. Kyle Perry <br />3. Bill Davidson 6. Dorothy Smith <br />Also present were David Tompkins, City Engineer, and Joe McCollum, Director <br />of Community Development. <br />Chairman Swaim called the meeting to order and the minutes of February 2, 1987, <br />were approved as presented. <br />Chairman Swaim declared the public hearing open on the petition of Tommy V. <br />Frazier for a Site Plan Amendment in a Planned Development - Shopping Center <br />District (PD -a) on Lots 9 and 9 -B, City Block 220 -A located on the south side <br />of Pine Bluff Street at 19th N.E. <br />Mr. Frazier was present and presented his Site Plan showing a building for his <br />custom auto accessory and auto care business. <br />No one else was present to speak on the item and the public hearing was closed. <br />Mr. McCollum presented a memorandum recommending approval subject to several <br />exceptions which Mr. Frazier had agreed to comply with. <br />Following discussion Mr. Hildreth made a motion to recommend approval of the <br />Site Plan amendment subject to the exceptions listed in City Engineer's <br />Memorandum dated February 25, 1987, marked Exhibit A and attached hereto. <br />Mrs. Smith seconded the motion which carried 6 ayes, 0 nays. <br />Chairman Swaim declared the public hearing open on the petition of D. Lois <br />Stocker for a change in zoning from a Multi- Family Dwelling District No. 1 <br />(MF -1) to a Commercial District (C) on Lots 3 and 3 -A, City Block 126 located <br />at 102 7th S.W. <br />Mr. Stocker was present and told the Commission there was a 2,400 sq. ft. <br />house on the property, currently used as a duplex which she proposes to <br />develop into 3 office units. She pointed out on the plan she submitted that <br />off street parking for seven cars was proposed, initially gravel surface to <br />be overlayed later with asphalt and designed to preserve the trees on the <br />property. <br />No one else was present to speak on the matter and the public hearing was <br />closed. <br />
