i <br />Mr. Woolston left the meeting at this point. <br />The Commission next heard a request from Eddie Vincent for an exception to <br />the Subdivision Regulations relative to drainage requirements in Windsor <br />Estates. Richard Babb, Consulting Engineer for the development presented <br />information supporting the request to delete a 2 foot wide concrete lining <br />for a drainage ditch running across the rear portions of 6 lots on the <br />south side of the subdivision. Tom Pine, City Engineer, reviewed the <br />requirement in the regulations stating that the concrete lining would <br />permanently mark the drainage way which might otherwise be filled in or <br />used by residents for gardens, etc. Mr. Vincent stated the lots had been <br />presold before construction plans were presented and the proposed buyers <br />objected to the concrete lined ditch across the lots. <br />The matter was discussed at length and Mr. Nutt made a motion to not allow <br />the exception. Mr. McMonigle seconded the motion which carried 7 ayes, 0 <br />nays. <br />Chairman Swaim announced the next item was to consider the request of R.J. <br />Brannon for release of escrow deposit for future curb and gutter installation <br />on Henderson Street in Brannon Addition. Mr. McCollum explained that the <br />escrow deposit was required when the plat was approved in 1982 because it <br />was not feasible to construct curb and gutter at the time of approval due to <br />drainage considerations. He recommended release of the deposit because it <br />did not appear that Henderson Street would be improved with curb and gutter <br />on both sides in the forseeable future. <br />A motion was made by Mrs. Smith, seconded by Mrs. Battle to recommend release <br />of the deposit to the City Council. The motion carried 7 ayes, 0 nays. <br />Mr. McCollum presented information relative to the location of satellite <br />receiving antennas which had been gathered for consideration at the request <br />of the City Council. He said that the City had received several inquiries <br />on the subject and there was some interest in placing restrictions on their <br />location. <br />He went on to say that those Cities which had ordinances, restricted their <br />location to the rear yard of residential structures. <br />The Commission discussed the issue and generally agreed that some control <br />was necessary. A motion was made by Mr. McMonigle, seconded by Mr. Nutt to <br />recommend to the City Council that an ordinance be prepared for consideration. <br />The motion carried 7 ayes, 0 nays. <br />Mr. McCollum next presented information on the land use in the vicinity of <br />28th N.W. and W. Cherry Street which the City Council had requested a study <br />of, to determine if there was 'reason to create a One Family Dwelling District <br />No. 3 (SF -3) area. He pointed out that the only area which had lots fitting <br />the SF -3 requirements was from Cherry Street south to Graham Street and from <br />27th N.W. to a block west of 28th N.W. The other platted lots in the area <br />were larger and should remain zoned SF -2. <br />The Commission discussed the matter and the consensus of opinion was that <br />there was no justification to call public hearings on the matter. <br />t <br />
