Page 3 <br />ERLY DESIGNATED AS A ONE FAMILY DWELLING DISTRICT NO.. 2 (SF -2); AND <br />DESIGNATING THE BOUNDARIES OF THE ONE FAMILY DWELLING DISTRICT NO. 3 <br />(SF -3) SO ESTABLISHED. <br />was presented. A motion was made by Councilman McWaters, seconded by <br />Councilman Fisher for adoption of the Ordinance. The motion carried <br />7 ayes, 0 nays. <br />Mayor Graham declared the public hearing open on the petition of Ray <br />Spencer for a change in zoning from a One Family Dwelling District <br />No. 2 to a Light Industrial District on Lot 1, City Block 85, located <br />on the east side of 13th N. W. between West Campbell Street and W. <br />Shiloh Street. The Planning and Zoning Commission had recommended <br />temporary zoning for one year. <br />Mayor Graham called for proponents to appear and Mr. Ray Spencer <br />appeared in behalf of his petition stating that he wished to develop <br />a mobile home park particularly to,serve the disaster victims, but <br />the park to be zoned on a permanent basis. Mr. Spencer stated that <br />there was room for 66 spaces and that his present plan called for 36 <br />spaces. Mr. Spencer stated that he would erect a fence on three open <br />sides. <br />Mayor Graham called for opponents to appear and Mrs. Freddy Moore <br />appeared before the Council stating that she had a petition expressing <br />objection to the re- zoning for all persons living within 200 feet <br />area except one person. Mr. Donald Stone appeared before the Council <br />stating that he had several pieces of property in the area and that <br />the renters were concern about long term zoning of a mobile home park. <br />Mr. N. T. Dickey appeared in opposition to the re- zoning. <br />Mayor Graham declared the public hearing closed and an Ordinance was <br />presented. <br />ORDINANCE NO. <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, <br />PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING <br />MAP OF SAID CITY; ESTABLISHING A LIGHT INDUSTRIAL DISTRICT (LI) ON <br />LOT 1, CITY BLOCK 85, ON PROPERTY BELONGING TO RAY SPENCER, SO AS <br />TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A ONE FAMILY <br />DWELLING DISTRICT NO. 2 (SF -2); AND DESIGNATING THE BOUNDARIES OF <br />THE LIGHT INDUSTRIAL DISTRICT (LI) SO ESTABLISHED. <br />was presented. A motion was made by Councilman Williams seconded by <br />Councilman Fisher to deny the re- zoning and to deny the Ordinance. <br />Prior to the vote, Councilman Fisher withdrew his second, Councilman <br />Francis seconded then seconded the motion of Councilman Williams. The <br />vote showed 2 ayes, 5 nays and the motion failed. <br />Councilman Williams made a motion to authorize the City Attorney to <br />draw up an Ordinance authorizing Ray Spencer to operate a mobile home <br />park for one year. Mr. Ray Spencer appeared before the Council stating <br />that the cost was such that he could not recover his cost in a one year <br />period. Upon questioning, Mr. Spencer stated that if the mobile home <br />park project was subsidized that he would be interested in a one year <br />temporary zoning. After further discussion, a motion was made by <br />Councilman Williams, seconded by Councilman Fisher to grant temporary <br />zoning change. The motion carried 7 ayes, 0 nays. <br />
