A motion was made by Councilman McWaters, seconded by Councilman Fisher for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. Mayor Graham declared the public hearing open on the petition of Ray Spencer for a change in zoning from a One Family Dwelling District No. 2 to a Light Industrial District on Lot 1, City Block 85, located on the east side of 13th N. W. between West Campbell Street and W. Shiloh Street. The Planning and Zoning Commission had recommended temporary zoning for one year. Mayor Graham called for proponents to appear and Mr. Ray Spencer appeared in behalf of his petition stating that he wished to develop a mobile home park particularly to,serve the disaster victims, but the park to be zoned on a permanent basis. Mr. Spencer stated that there was room for 66 spaces and that his present plan called for 36 spaces. Mr. Spencer stated that he would erect a fence on three open sides. Mayor Graham called for opponents to appear and Mrs. Freddy Moore appeared before the Council stating that she had a petition expressing objection to the re- zoning for all persons living within 200 feet area except one person. Mr. Donald Stone appeared before the Council stating that he had several pieces of property in the area and that the renters were concern about long term zoning of a mobile home park. Mr. N. T. Dickey appeared in opposition to the re- zoning. Mayor Graham declared the public hearing closed and an Ordinance was presented. ORDINANCE NO. AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID CITY; ESTABLISHING A LIGHT INDUSTRIAL DISTRICT (LI) ON LOT 1, CITY BLOCK 85, ON PROPERTY BELONGING TO RAY SPENCER, SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A ONE FAMILY DWELLING DISTRICT NO. 2 (SF -2); AND DESIGNATING THE BOUNDARIES OF THE LIGHT INDUSTRIAL DISTRICT (LI) SO ESTABLISHED. was presented. A motion was made by Councilman Williams seconded by Councilman Fisher to deny the re- zoning and to deny the Ordinance. Prior to the vote, Councilman Fisher withdrew his second, Councilman Francis seconded then seconded the motion of Councilman Williams. The vote showed 2 ayes, 5 nays and the motion failed. Councilman Williams made a motion to authorize the City Attorney to draw up an Ordinance authorizing Ray Spencer to operate a mobile home park for one year. Mr. Ray Spencer appeared before the Council stating that the cost was such that he could not recover his cost in a one year period. Upon questioning, Mr. Spencer stated that if the mobile home park project was subsidized that he would be interested in a one year temporary zoning. After further discussion, a motion was made by Councilman Williams, seconded by Councilman Fisher to grant temporary zoning change. The motion carried 7 ayes, 0 nays.
