The motion carried 7 ayes, 0 nays. _ Director of Community Development Joe McCollum appeared before the Council and presented the final plat of the Brannon Addition and `J advised that the Planning and Zoning Commission approved the final plat subject to the Developer depositing cash with the City for future curb and gutter cost. After discussion, a motion was made by Councilman McGee, seconded by Councilman Williams approving the final plat subject to the recommendation made by the Planning and Zoning Commission and the City Engineer. The motion carried 7 ayes, 0 nays. A motion was made by Councilman Williams, seconded by Councilman McWaters for approval of the re -plat. The motion carried 7 ayes, 0 nays. Director of Community Development McCollum presented a re -plat of Lots 1 through 6, Block 12, Westside Addition. A motion was made by Councilman Wilson, seconded by Councilman Williams approving the re- plat. The motion carried 7 ayes, 0 nays. City Attorney Haynes presented the following petitions for re- zoning: John Madewell, Lots 4A, 4B, 4C, 4D, 4E, 4F, 4G, 4H, 4J, City Block 286 from Planned Development Housing District to Planned Development Recreation and Day Care Center District. Mayor Graham referred the petition to the Planning and Zoning Commission for their study and recommendation and called for a public hearing at the next regular Council meeting. Mayor Graham announced that the next order of business would be consid- eration of recommendations made by the Traffic Commission. Mayor Graham requested the consideration of the Council on the item concerning a 40 MPH speed limit on South Collegiate Drive. A motion was made by Councilman Wilson, seconded by Councilman McGee authroizing preparation of an Ordinance establishing a 40 MPH speed limit on South Collegiate Drive between Clarksville and Jefferson Road. The motion carried 5 ayes, 0 nays, Councilman Williams not voting, Councilman Francis voting nay. Mayor Graham called for the tabulations of bids for the purchase of a Vactor Truck for the Sewer Department, and the following bids were presented:
