a <br />• 4 Page 2 <br />Mr. Wes Anders, representing the Governors Office on Emergency Disaster <br />matters, appeared before the Council stating that permanent zoning for <br />the proposed mobile home park would eliminate State and Local cost <br />and the cost would be borne by private enterprise. Mr,. Anders stated <br />that the Governor was not enthused with temporary arangement zoning <br />for the mobile home park. <br />Council McGee entered the Council chamber and assumed his chair at <br />the Council table. <br />Mr. Ray Spencer appeared before the Council and discussed the cost <br />of the mobile home park as presented earlier by the City Manager. <br />Mrs. Freddy Moore, 1310 W. Campbell Street appeared before the Council <br />stating that she had a petition signed by all property owners within <br />200 feet except one opposing the ,permanent placing of a mobile home <br />park on the property in question. Mrs. Moore asked that the property <br />not be re -zoned permanently, and further stating she did not oppose <br />the one year temporary zoning. Mrs. Juanita Hopkins, 1342 W. Shiloh <br />and Mrs. Dorothy Webster, 209 9th Street N. W. appeared before the <br />Council objecting to the mobile home park on a permanent basis. After <br />discussion, a motion was made by Councilman Williams that the mobile <br />home park be allowed to remain at this site for one year with the <br />request to the State for cost participation and that the City operate <br />the mobile home park for one year with only Disaster vict ms as <br />occupants. The motion was seconded by Councilman Fisher. The vote <br />was called for which showed 3 ayes, 4 nays, and the motion Ladled. <br />After further discussion, a motion was made by Councilman <br />seconded by Councilman McWaters to grant re- zoning on a permanent basis, <br />the vote showed 4 ayes, 3 nays, and Mayor Graham declared the vote <br />failing to over ride the Planning and Zoning Commission recommendation <br />due to the 75% Council approval rule. After further discussion, a <br />motion was made by Councilman Fisher, seconded by Councilman Williams to <br />pay Mr. Spencer $100,720.00 to finish developing the park and operate <br />it for one year.
