Mayor Burnett called for opponents to appear and none appeared and the public <br />hearing was declared closed. <br />ORDINANCE NO. 2608 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, <br />TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID CITY; <br />ESTABLISHING A ONE- FAMILY DWELLING DISTRICT NO. 3 (SF -3) AND A SPECIFIC USE <br />PERMIT, MOBILE HOME (39) ON A PART OF LOT 10, CITY BLOCK 317, UPON PROPERTY <br />OF WHICH PETE WITTER OWNS A CURRENT OPTION, SO AS TO INCLUDE THEREIN TERRITORY <br />FORMERLY DESIGNATED AS AN AGRICULTURAL DISTRICT (A); AND DESIGNATING THE <br />BOUNDARIES OF THE ONE- FAMILY DWELLING DISTRICT NO. 3 (SF -3) AND A SPECIFIC <br />USE PERMIT, MOBILE HOME (39), SO ESTABLISHED. <br />was presented. A motion was made by Councilman Graham, seconded by Councilman <br />Williams for adoption of the Ordinance. The motion carried 6 ayes, 1 nay, <br />Councilman Kohls voting nay. <br />Mayor Burnett announced that the next order of business would be consideration <br />of requests of a citizens group to meet with the Council regarding the proposed <br />Johnson Woods Park Subdivision, located at the north end of Johnson Woods Drive. <br />Mr. Bill Flanary appeared before the Council in behalf of the citizens group, <br />many of whom were located in the audience, and stated that the group was concerned <br />with several things, specifically the drainage problem in the area, and the plans <br />for entrance or exit on the 50 foot strip of land reportedly owned by the developer <br />from the north side of the development to Lamar Ave. Mr. Flanary stated that <br />the group feared that an entrance and exit to the subdivision would be constructed <br />North of Lamar Ave. making Johnson Woods Drive a through street from Clarksville <br />to Lamar Ave. After much discussion, a motion was made by Councilman McGee, <br />seconded by Councilman Graham to refer back to the Planning and Zoning Commission <br />for further study and review and reason for denial by the Planning and Zoning <br />Commission of the preliminary plat of the Johnson Wood Park Subdivision. The <br />motion carried 7 ayes, 0 nays. <br />Director of Community Develpment, Joe McCollum presented the final plat of <br />Morningside Estate Phase 10. A motion was made by Councilman Graham, seconded <br />by Councilman McGee approving the final plat. The motion carried 6 ayes, 0 nays, <br />Councilman Kohls not voting. <br />City Attorney Haynes presented the following petitons for re- zoning: Glenn <br />Watson, Lots 1 thru 16, City Block 2, Highland Park Addition from SF -2 District <br />to2F District; Willard O'Neal Boyd, Sr., Lot 9 and 9B, City Block 281, from <br />SF -3 District to MF -1 District; Gene Roden's Sons, Inc., W 119' of Lot 2, City <br />Block 181 from MF -2 District to MF -1 and Specific Use Permit -Civic Organization; <br />John L. Hutchings, Lot 15, City Block 296, from MF -1 District to Office District. <br />Mayor Burnett referred the petitions to the Planning and Zoning Commission for <br />their study and recommendations and called for a public hearing at the next regular <br />Council meeting. <br />Mayor Burnett announced that the next order of business would be consideration <br />of recommendations made by the Traffic Commission. The first being stop signs on <br />32nd N. E., Pine Mill Road, 33rd N. E. at Pine Mill Road and 34th N. E. at Pine <br />Mill Road. A motion was made by Councilman Graham, seconded by Councilman Wortham <br />authorizing the preparation of the Ordinance.
