36 Mayor Burnett announced that the next order of business would be recommendations made by the Airport Board at Cox Field. Mr. Richard Rex appeared before the Council and discussed security at Cox Field. After discussion, a motion was made by Councilman Kohls, seconded by Councilman Wortham to refer back to the Airport Board for further study and recommendations - concerning the security at Cox Field. The motion carried 6 ayes, 1 nay, Councilman- Graham voting nay. Mayor Burnett called for a report from the Water and Sewer Rate Committee concerning water and sewer rate increase. Councilman Francis reported that the Committee had made a study of the financial conditions of the Water and Sewer Departments, that the City Staff recommended an 11% increase at this time, but that the Committee recommended that no increase be adopted at this time. A motion was made by Council- man Francis, seconded by Councilman Williams that the Water and Sewer Rate remain as is. The motion carried 7 ayes, 0 nays. Mayor Burnett called for a report of the Committee to study the Buttermilk Creek Drainage Project, and Councilman Kohls made comments concerning the drainage conditions. Mr. Leslie Route appeared before the Council requesting permission to construct a house in the 2500 block of Culbertson which is in the Council designated moratorium area. Mr. Route stated that he had purchased the lot prior to the moratorium, and had left Paris for a short period of time returning to find that the moratorium had been place into effect. No action was taken on the request, and the moratorium remained in effect. Mr. Richard Babb Consulting Engineer for the Johnson Park Drainage Project appeared before the Council with plans and specifications for the project, and recommended authorization for right -of -way acquisition and advertisment for bids. A motion was made by Councilman McGee, seconded by Councilman Williams approving the plans and specifications and request of the Consulting Engineer. The motion carried 7 ayes, 0 nays. Mayor Burnett called for the tabulation of bids received for the removal of three old hangers at Cox Field, and bids from seven bidders were presented. The lowest of which was from Mr. Douglas D. Carlow in the amount of $326.00 payed to the City and excluding the concrete removal. A motion was made by Councilman Graham, seconded by Councilman McGee to accept the low bid of Mr. Douglas D. Carlow paying the City $326.00 excluding concrete removal. The motion carried 7 ayes, 0 nays. Mayor Burnett called for the reading of an Ordinance calling for a public hearing for annexation of land on Highway 82 West. ORDINANCE NO. 2609 AN ORDINANCE SETTING A DATE, TIME AND PLACE FOR PUBLIC HEARING BEFORE THE PLANNING AND ZONING COMMISSION OF THE CITY OF PARIS AND THE CITY COUNCIL OF THE CITY OF PARIS ON THE PROPOSED ANNEXATION OF CERTAIN PROPERTY BY THE CITY OF PARIS, PARIS, TEXAS, AND APPROPRIATE ZONING UPON ANNEXATION, AND AUTHORIZING AND DIRECTING THE MAYOR TO PUBLISH NOTICE OF SUCH PUBLIC HEARINGS. was presented. A motion was made by Councilman Graham, seconded by Councilman Williams for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. Resolution No. 2140 ordering the regular City election for April 3, 1982 and designating polling places and officials was presented. A motion was made by Councilman Williams seconded by Councilman McGee for adoption of the Resolution. The motion carried 7 ayes, 0 nays.
