36 <br />Mayor Burnett announced that the next order of business would be recommendations <br />made by the Airport Board at Cox Field. Mr. Richard Rex appeared before the <br />Council and discussed security at Cox Field. After discussion, a motion was made <br />by Councilman Kohls, seconded by Councilman Wortham to refer back to the Airport <br />Board for further study and recommendations - concerning the security at Cox Field. <br />The motion carried 6 ayes, 1 nay, Councilman- Graham voting nay. <br />Mayor Burnett called for a report from the Water and Sewer Rate Committee concerning <br />water and sewer rate increase. Councilman Francis reported that the Committee <br />had made a study of the financial conditions of the Water and Sewer Departments, <br />that the City Staff recommended an 11% increase at this time, but that the Committee <br />recommended that no increase be adopted at this time. A motion was made by Council- <br />man Francis, seconded by Councilman Williams that the Water and Sewer Rate remain as <br />is. The motion carried 7 ayes, 0 nays. <br />Mayor Burnett called for a report of the Committee to study the Buttermilk Creek <br />Drainage Project, and Councilman Kohls made comments concerning the drainage <br />conditions. <br />Mr. Leslie Route appeared before the Council requesting permission to construct <br />a house in the 2500 block of Culbertson which is in the Council designated <br />moratorium area. Mr. Route stated that he had purchased the lot prior to the <br />moratorium, and had left Paris for a short period of time returning to find <br />that the moratorium had been place into effect. No action was taken on the <br />request, and the moratorium remained in effect. <br />Mr. Richard Babb Consulting Engineer for the Johnson Park Drainage Project appeared <br />before the Council with plans and specifications for the project, and recommended <br />authorization for right -of -way acquisition and advertisment for bids. A motion <br />was made by Councilman McGee, seconded by Councilman Williams approving the plans <br />and specifications and request of the Consulting Engineer. The motion carried <br />7 ayes, 0 nays. <br />Mayor Burnett called for the tabulation of bids received for the removal of <br />three old hangers at Cox Field, and bids from seven bidders were presented. The <br />lowest of which was from Mr. Douglas D. Carlow in the amount of $326.00 payed <br />to the City and excluding the concrete removal. A motion was made by Councilman <br />Graham, seconded by Councilman McGee to accept the low bid of Mr. Douglas D. <br />Carlow paying the City $326.00 excluding concrete removal. The motion carried <br />7 ayes, 0 nays. <br />Mayor Burnett called for the reading of an Ordinance calling for a public hearing <br />for annexation of land on Highway 82 West. <br />ORDINANCE NO. 2609 <br />AN ORDINANCE SETTING A DATE, TIME AND PLACE FOR PUBLIC HEARING BEFORE THE PLANNING <br />AND ZONING COMMISSION OF THE CITY OF PARIS AND THE CITY COUNCIL OF THE CITY OF <br />PARIS ON THE PROPOSED ANNEXATION OF CERTAIN PROPERTY BY THE CITY OF PARIS, PARIS, <br />TEXAS, AND APPROPRIATE ZONING UPON ANNEXATION, AND AUTHORIZING AND DIRECTING THE <br />MAYOR TO PUBLISH NOTICE OF SUCH PUBLIC HEARINGS. <br />was presented. A motion was made by Councilman Graham, seconded by Councilman <br />Williams for adoption of the Ordinance. The motion carried 7 ayes, 0 nays. <br />Resolution No. 2140 ordering the regular City election for April 3, 1982 and <br />designating polling places and officials was presented. A motion was made by <br />Councilman Williams seconded by Councilman McGee for adoption of the Resolution. <br />The motion carried 7 ayes, 0 nays. <br />
