"Following the April 2, 1982 tornado EDA representatives met with City Officials and encouraged us to make application for a $95,000.00 EDA Grant and a $5,000.00 State Grant to help in the development of a plan to economically recover for the disaster. It was explained to us that the Grant would be made available within a very short period of time. Primary expenses involved in the Project Grant would go r` towards paying the salary and related expenses for one professional person and possibly a part time secretary for one year and a con - sultant's study. The EDA Grant had been reduced downward from $95,000.00 to $75,000.00. The Texas Department of Community Affairs is making available a $4,000.00 Grant to go with a $16,000.00 EDA Section 304 Grant making a total of $95,000.00 available to the City of Paris. In order for us to receive this $4,000.00, it will be necessary for a Resolution to be adopted for execution of this contract. Due to the lapse of time and the amount of recovery that is taking place within the City of Paris, it is my recommendation that State and Federal funds could be spent more wisely on other projects and that we turn down the three grants." After discussion, a motion was made by Councilman Wilson, seconded by Councilman Francis to approve the recommendation of the City Manager. The motion carried 5 ayes, 2 nays, Councilman Williams, and Councilman Fisher voting nay. City Manager Sokoll discussed Liability Insurance with the City Council. Mayor Graham called for the tabulation of Pipe bids for the Pine Creek Sewer Project, and the following bids were presented for approximately 2800 feet: 1.
