"Following the April 2, 1982 tornado EDA representatives met with <br />City Officials and encouraged us to make application for a $95,000.00 <br />EDA Grant and a $5,000.00 State Grant to help in the development of <br />a plan to economically recover for the disaster. It was explained to <br />us that the Grant would be made available within a very short period <br />of time. Primary expenses involved in the Project Grant would go <br />r` towards paying the salary and related expenses for one professional <br />person and possibly a part time secretary for one year and a con - <br />sultant's study. The EDA Grant had been reduced downward from <br />$95,000.00 to $75,000.00. The Texas Department of Community Affairs <br />is making available a $4,000.00 Grant to go with a $16,000.00 EDA <br />Section 304 Grant making a total of $95,000.00 available to the City <br />of Paris. In order for us to receive this $4,000.00, it will be <br />necessary for a Resolution to be adopted for execution of this contract. <br />Due to the lapse of time and the amount of recovery that is taking <br />place within the City of Paris, it is my recommendation that State <br />and Federal funds could be spent more wisely on other projects and <br />that we turn down the three grants." <br />After discussion, a motion was made by Councilman Wilson, seconded <br />by Councilman Francis to approve the recommendation of the City <br />Manager. The motion carried 5 ayes, 2 nays, Councilman Williams, <br />and Councilman Fisher voting nay. <br />City Manager Sokoll discussed Liability Insurance with the City <br />Council. <br />Mayor Graham called for the tabulation of Pipe bids for the Pine Creek <br />Sewer Project, and the following bids were presented for approximately <br />2800 feet: <br />1.
