Mayor Graham announced that the Committee appointed to study the Lamar County Appraisal District had met, and stated that the Committee felt that it was the best interest of the City not to enter into a collection procedure for Ad Valorem Taxes with the District at this time. Mayor Graham instructed the City Attorney to write the District informing them that the City expected the delivery of a budget for next year as required by law and by the date required by law. Ms. Carol Rustin, representing the Beta Sigma Phi Sorority, appeared before the Council and announced plans of the Sorority for a money- making project to assist in the purchase of the Outdoor Early Warning System and questioned whether the City would accept the funds. A motion was made by Councilman Williams, seconded by Councilman McWaters to accept the funds for the Early Warning System. The motion carried 6 ayes, 0 nays. Mayor Graham declared the public hearing open on the report of the Building Hazard Inspection Committee. After discussion, ORDINANCE 2649 AN ORDINANCE CONTAINING A HEARING ON PROPERTIES LOCATED IN THE CITY OF PARIS, TEXAS, BELONGING TO VARIOUS OWNERS, AND AN ORDINANCE OF THE CITY COUNCIL FINDING THE MATERIALS REMAINING IN THE PREMISES TO CONSTITUTE A NUISANCE AND TO BE A FIRE HAZARD TO LIFE AND PROPERTY AND A HAZARD TO THE LIFE AND WELFARE OF THE INHABITANTS OF THE AREA, AND ORDERING SAID RUBBISH, LUMBER AND REFUSE FROM THE STRUCTURES TO BE TORN DORN AND REMOVED FROM THE PREMISES IN ORDER TO ABATE SUCH NUISANCE. was presented. A motion was made by Councilman Wilson, seconded by Councilman Fisher for adoption of the Ordin ance. The motion carried 6 ayes, 0 nays. Concerning the request for authorization to advertise for bids for removal of a condemned building in the tornado damaged area. A motion was made by Councilman Fisher, seconded by Councilman Williams to table the matter. The motion carried 6 ayes, 0 nays. Mayor Graham called for the tabulations of bids for a Displaywriter for the City Attorney's office and the following bids were received: IBM $13,985.00 Wordplex $13,947.00 City Attorney Haynes recommended the bid of the IBM Company be accepted. It was noted by the Council that $8,900.00 had been budgeted for the Word Processor and the total bid price being $13,985.00. After discussion, a motion was made by Councilman Francis, seconded by Councilman Wilson to accept the bid of the International Business Machine Inc., and authorize the City Attorney and Director of Finance to work out the financial arrangements with the Company. The motion carried 4 ayes, 2 nays, Councilman Williams and Councilman McWaters voting nay.
