MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />October 11, 1982 <br />The regular meeting of the City Council of the <br />held Monday, October 11, 1982, 7:00 P. M. May <br />meeting to order with the following Councilmen <br />Donald G. Wilson, George Fisher, Jr., Larry P. <br />Jr., and Walter F. Williams. Also present was <br />H. C. Greene, City Attorney, T. K. Haynes, and <br />Joe N. McCollum. <br />Prayer was offered by Rev. Lynn Hitt. <br />City of Paris was <br />or Graham called the <br />present: W. C. Francis, <br />McGee, Gene McWaters, <br />Acting City Manager, <br />Acting City Clerk, <br />Mayor Graham asked if there were any corrections to the minutes of <br />previous meetings. It was noted that the September 13th minutes <br />reflected an error in the cost for the Emergency Generator purchased <br />from Swaim Hardware. There being no further corrections, the minutes <br />were approved as amended. <br />Mayor Graham announced the first order of business would be consider- <br />ation of recommendations made by the Planning and Zoning Commission. <br />Mayor Graham declared the public hearing open on the petition of <br />Calvin Anderson for a change in zoning from a General Retail District <br />to a Commercial District on Lots 1 and 1A, City Block 237 located <br />on the southeast corner of 19th N. W. and W. Campbell Street. <br />Mayor Graham called for proponents to appear and Mr. Anderson <br />stated his plan to construct an Auto Body Repair Shop on the property. <br />Mayor Graham called for opponents to appear and Lloyd Diggs, Roger <br />Wilkins, Mrs. Melvin Oats, Margaret Seiferman and Theo Armstrong <br />spoke in opposition. <br />Mayor Graham declared the public hearing closed and called for the <br />Ordinance to be presented. <br />ORDINANCE NO. <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, <br />PARIS, TEXAS AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING <br />MAP OF SAID CITY; ESTABLISHING A COMMERCIAL DISTRICT (C) ON LOTS 1 <br />AND 1 -A, CITY BLOCK 237, ON PROPERTY BELONGING TO CALVIN ANDERSON, <br />SO AS TO INCLUDE THEREIN TERRITORY FORMERLY DESIGNATED AS A GENERAL <br />RETAIL DISTRICT (GR); AND DESIGNATING THE BOUNDARIES OF THE COMMERCIAL <br />DISTRICT (C) SO ESTABLISHED. <br />was presented. A motion was made by Councilman Williams, seconded <br />by Councilman McGee to deny the petition. The motion carried 7 ayes, <br />0 nays. <br />City Attorney Haynes presented the following petitions for rezoning: <br />Lt. Mims, Lot 5, City Block 38 -A from Commercial District to SF -3 <br />Specific Use Permit - Mobile Home (39); George Pratt, Lot 5, City <br />Block 53 from 2F to MF -1; Warren Hughes, Lot 3, City Block 98 <br />Commercial to SF -3 Specific Use Permit - Mobile Home (39); Emma <br />Jenkins, Lot 23, City Block 60, From 2F to NS. <br />
