Mayor Graham referred the petitions to the Planning and Zoning Commission for their recommendations and called for a public hearing at the next regular Council meeting. Resolution No. 2208 encouraging the Texas Legislature to construct and maintain the Highway System of the State of Texas in accordance with the revised 20 Year Plan was presented. A motion was made by Councilman Wilson, seconded by Councilman McGee for adoption of the Resolution. The motion carried 7 ayes, 0 nays. RESOLUTION NO. 2208 WHEREAS, the City Council of the City of Paris is aware that the 72,000 mile Texas highway system, once recognized as the best in the nation, is deteriorating. According to studies of the Federal Highway Administration, Texas has 17,200 deficient bridges and 7,740 miles of highway rated in poor condition. Motorists in all parts of the state are suffering a continuing loss of mobility. Major problems have been observed on Farm to Market roads, rural primary highways, Interstate routes, and urban freeways; and, WHEREAS, Current funding sources available to the State Department of Highways and Public Transportation are inade- quate to maintain the existing highway system and to improve the system to keep up with the growth of the state. It is estimated that the state's population will increase 50% by the year 2000. This anticipated growth will place substan- tially higher demands on the state's transportation facilities and services; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, That the 68th Texas Legislature be urged to act expeditiously to provide additional funding for highway construction and maintenance. BE IT FURTHER RESOLVED, That the level of state funding for highways be at least equivalent to defined state highway user fees and taxes. BE IT FURTHER RESOLVED, that the state highway user fees be increased if necessary to meet the highway funding needs documented in the revised 20 -Year Plan of the State Department of Highways and Public Transportation.
