6J.; <br />Following discussion, Councilman Francis made a motion to expend the <br />funds based on the improvement of service to the neighborhood, and <br />Councilman Williams seconded the motion which carried 7 ayes, 0 nays. <br />Mayor Graham announced the next item was to consider authorizing a <br />contract with Babb Engineering for providing services in connection <br />with the Infiltration /Inflow Project. Councilman Francis suggested <br />this item be discussed with the City Attorney to executive session. <br />The Council agreed with the suggestion. <br />Acting City Manager Greene presented items to update the Texas <br />Municipal Retirement System for city employees and retirees and <br />explained the benefits and costs involved. He requested authorization <br />to have an Ordinance prepared for the provision of the benefits. Council- <br />man Williams made a motion to authorize preparation of the Ordinance. <br />Councilman Fisher seconded the motion which carried 7 ayes, 0 nays. <br />Kent Klinkerman, Director of Emergency Medical Service, made a <br />presentation supporting the creation of a Quality Assurance Committee <br />to monitor complaints and suggestions for improvements to his depart- <br />ment services. Following discussion, Mayor Graham stated the matter <br />would be taken under advisement and put back on the December agenda <br />for consideration. <br />Resolution No. 2215 appointing Ronnie Nutt to the Planning and Zoning <br />Commission to fill the unexpired term of Col James Lynch was presented. <br />A motion was made by Councilman McGee, seconded by Councilman Wilson <br />for approval of the Resolution. The motion carried 5 ayes, 1 nay and <br />1 abstain. Councilman Fisher voting nay and Councilman Williams <br />abstaining. <br />6 <br />
