513 0 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />July 9, 1979 <br />The regular meeting of the City Council of the City of Paris was held Monday, <br />July 9, 1979 at 7:00 P. M. Mayor Malone called the meeting to order with the <br />following Councilmen present: B. J. Burnett, George Fisher, Jr., Walter F. <br />Williams, W. C. Francis, Ron Kyle, and Jim Farris. Also present were City <br />Manager, Robert W. Sokoll, City Attorney, T. K. Haynes, and City Clerk, H. C. <br />Greene. <br />Prayer was offered by Rev. Barbara Marcum. <br />Mayor Malone ask if there were any corrections to the minutes of previous <br />meetings furnished to the Council members. There being none, the minutes <br />were approved. <br />Mayor Malone announced that the first order of business would be action on <br />the recommendations made by the-Planning and Zoning Commission. <br />Mayor Malone declared the public hearing open on the petition of Lowry <br />Carrington for a change in zoning from a Two - Family Dwelling District to <br />an Office District on part of Lots 2 and 3, City Block 348 -B, located on <br />the southwest corner of Clarksville Street and 20th S. E. <br />Mayor Malone called for proponents to appear, and Mr. A. W. Clem Attorney <br />appeared in behalf of the petitioner stating that the property would be <br />used for office purposes. <br />Mayor Malone called for opponents to appear and none appeared and <br />ORDINANCE NO. 2456 <br />AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, PARIS, <br />TEXAS, AND CHANGING THE BOUNDARIES ESTABLISHED BY THE ZONING MAP OF SAID <br />CITY; ESTABLISHING AN OFFICE DISTRICT (0), ON PARTS OF LOTS 2 AND 3, <br />CITY BLOCK 248B9 AT THE SOUTHWEST CORNER OF CLARKSVILLE STREET AND 20TH <br />STREET, S. E., ON PROPERTY BELONGING TO LOWRY CARRINGTON, SO AS TO INCLUDE <br />THEREIN TERRITORY FORMERLY DESIGNATED AS TWO- FAMILY DWELLING DISTRICT (2)Fa <br />AND DESIGNATING THE-BOUNDARIES OF THE OFFICE DISTRICT (0) SO ESTABLISHED. <br />was presented. A motion was made by Councilman Williams, seconded by <br />Councilman Francis for approval of the Ordinance. The motion carried 7 <br />ayes, 0 nays. <br />Mayor Malone declared the public hearing open on the petition of Joe Cole <br />for a change in zoning from a General Retail District to a General Retail <br />District and Specific Use Permit - Commercial Amusement Indoors on Lot 11, <br />Block 11, Brookside Addition located on the north side of Clarksville St. <br />150 feet east of 24th S. E. <br />Mayor Malone called for proponents to appear and none appeared. <br />Mayor Malone called for opponents to appear and Mr. Lewis Williams, President <br />of Paris Jr. College appeared opposing the change and stating that the <br />environment created by the business was not desirable and that businesses <br />in the area were opposed to the zoning. <br />
