Mrs. Billy Gaines appeared before the Council suggesting that 7th Street N. E., East <br />Booth Alley, and Booth Place be included in the paving program. <br />Mr. Leon Williams appeared as well as Mr. Billy Brown, suggesting that 1st Street N. E., <br />2nd Street N. E., and 3rd Street N. E. be included in the paving program. <br />Councilman Williams suggested that Blake Road be set as a priority with assessment to <br />curb and gutter and no assessment to the paving. <br />There being no one else to appear for or against the project, Mayor Brunette declared <br />the public hearing closed on the addition of $251,000.00 from Revenue Sharing funds. <br />to the street program. After discussion; a motion was made by Councilman Wunsch and <br />seconded by Councilman Philley to approve $250,000.00 from Revenue Sharing Fund in <br />thoroughfare improvements: The motion carried: 6 ayes, 1 nay, Councilman Stone voting <br />nay. <br />Mayor Brunette declared the public hearing open on the inclusion in the General Fund <br />of a Judicial Department with a budget in the amount- of-$14,825.00 for the 1977 -78 <br />fiscal year. <br />No one appeared for or against the proposition. Mayor Brunette declared the public <br />hearing closed. A motion was made by Councilman Wunsch and seconded by Councilman <br />Malone to approve the addition of $14,825.00 to the General Fund Judicial Department <br />budget. The motion carried: 7_ayes, 0 nays. <br />Mayor Brunette declared the public hearing open on the addition of $197,546.00 to <br />the Revenue Sharing Fund budget for improvements in the Water System Account - <br />803 -Y -9. <br />No one appeared for or against the proposition, and Mayor Brunette declared the <br />public hearing closed. A motion was made by Councilman Philley and seconded by <br />Councilman Stone to include $196,846.00 from the Revenue Sharing Fund for Water and <br />Sewer Capital improvements.. Mayor Brunette called for the vote which showed 2 ayes, <br />5 nays, Councilman Philley and Councilman Stone voting aye, and the motion failed. <br />A motion was made by Councilman Malone and seconded by Councilman Williams authorizing <br />public notice moving $196,846.00 from 803 -Y -9 to 406 -Y -8 major thoroughfare improve- <br />ments and designating Blake Road and 24th S. E. as priorities, with the balance to <br />upgrade.dirt streets. After discussion, motion was withdrawn by Councilman Williams <br />and Councilman Malone. <br />A motion was made by Councilman Malone and seconded by Councilman Williams authorizing <br />public notice to take $196,846.00, to place the funds with the $250,000.00 street im- <br />provement, and redraft notices in a way to combine funds that Blake Road be given <br />priority and 24th S. E. be designated as priority and any left over funds be desig- <br />nated to improve thoroughfares. Councilman Williams withdrew his second. There <br />being no second, the motion died. <br />A motion was made by Councilman Williams and seconded by Councilman Fisher setting <br />Blake Road as a priority in the thoroughfare improvement program. The motion car- <br />ried: 7 ayes, 0 nays. <br />A motion was made by Councilman Wunsch and seconded by Councilman Malone to reconsider <br />the proposed paving and drainage improvements to 24th S. -E, from Revenue Sharing funds <br />and Accounts 406 -Y -8, $95,000.00, 24th Street S. E. improvements and 406 -Y -6 - storm <br />
