MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />August 8, 1977 <br />The regular meeting of the City Council was held on August 8, 1977 at 7:00 P. M. Mayor <br />James M. Brunette called the meeting to order with the following Councilmen present. <br />George Fisher, Jr., Michael Malone, David Philley, Jimmy Don Stone, Walter F. Williams, <br />and Raymond Wunsch. Also present were City Manager K. R. Sweatt, City Attorney T. K. <br />Haynes, and City Clerk H. C. Greene. <br />Prayer was offered by Reverend H. G. Ray. <br />Mayor Brunette asked if there were any additions or corrections to minutes of previous <br />meetings as furnished Council members. There being none, the minutes were approved. <br />Mayor Brunette announced that the first order of business would be consideration of <br />recommendations made by the Planning and Zoning Commission at its meeting held on <br />August 1, 1977. <br />City Manager Sweatt presented a re -plat of Lot 10, City Block 266, which had been <br />recommended for approval by the Planning and Zoning Commission. A motion was made by <br />Councilman V,Junsch and seconded by Councilman Williams for approval of the re -plat. <br />The motion carried: 7 ayes,,O nays. <br />The final plat of Pine Mill Village No. 5 was presented by the city manager to the - <br />Council and he advised that the Planning and Zoning Commission had voted to recommend <br />approval of the final plat subject to the notation of the Director of Public Works. <br />1 The manager advised that the Director of Public Works had recommended that curb and <br />gutter not be installed on the south side of Pine Mill Road as construction at this <br />time is not feasible due to the elevation of this section of Pine dill Road. The <br />city manager recommended that a cash bond in the amount of $1,120.00 be posted for <br />the construction of curb and gutter on the south side of Pine Mill Road as an excep- <br />tion in approving the final plat. After discussion, a motion was made by Councilman <br />Wunsch and seconded by Councilman Williams approving the final plat of Pine Mill <br />Village No. 5 subject to the requirements of the Director of Public Works and subject <br />to the posting of $1,120.00 cash bond to assure construction of curb and gutter on the <br />south side of Pine Mill Road. The motion carried: 7 ayes, 0 nays. <br />City Attorney Haynes presented the following petitions for re- zoning:, C. L. Talley, <br />Lot 2, City Block 207, from Single Family Edo. 2 District to Multiple Family No. 1 Dis- <br />trict; Alene Skidmore, Lot 8, City Block 112A, from General Retail District to General <br />Retail- Specific Use -Day Nursery; C. E. Brownlee, Lot 11, Block 11, Broikside'Addition <br />from General Retail to General Retail and Specific Use permit - Commercial Amusements <br />indoors; Cecil Anderson, Lots 8 and 9, City Block 224A, from Single Family Residential <br />No. 2 to General Retail District; and Randy Brown, Lot 1, City Block 347, from Agri- <br />cultural District to General Retail District. <br />Mayor Brunette referred the petitions to the Planning and Zoning Commission for their <br />study and recommendation and called for a public hearing at the next regular Council <br />meeting. <br />City Manager Sweatt advised the Council that in view of Blake Road being included on <br />a priority basis in the 1977 -78 Budget, that consideration be given to revising the <br />Master Plan designation of Blake Road from two 24 -foot lanes and a 14 -foot median to a <br />lessor designation and requested that the matter be referred to the Planning and Zoning <br />
