Commission and a public hearing be called for the September Council meeting. A motion <br />was made by Councilman Fisher and seconded by Councilman Williams approving the recommr- <br />dation of the city manager. The motion carried: 7 ayes, 0 nays. <br />City Manager Sweatt advised the Council that the Federal Aviation Administration had <br />proposed to install a flight and weather service facility at Cox Field and stated the <br />FAA desire to secure rental space in the hangar which would require approximately <br />$2,000 capital outlay and that the FAA had offered $44.00 per month for the space. Af- <br />ter discussion, a motion was made by Councilman Stone and seconded by Councilman 1Afunsch <br />authorizing the expenditure of up to $2,000 to renovate Cox Field hangar for office <br />space for the FAA. The motion carried: 7 ayes, 0 nays. <br />A motion was made by Councilman Fisher and seconded by Councilman Philley authorizing <br />the preparation of a lease agreement between the City of Paris and the FAA. The motion <br />carried: 7 ayes, 0 nays. <br />Mayor Brunette called for a report from the Paris -Reno Sewer Study Committee, and <br />Councilman Stone advised that the committee was continuing the study and was continuing <br />to gather information. <br />Mayor Brunette called for a report from the committee to study the drainage improvement <br />request from Mr. and Mrs. Norman Sharber, 890 SE 33rd. Councilman Philley, Chairman, <br />advised that the drainage ditch running east and west was approximately 135 feet long <br />emptying into an alley and that the ditch was 3 feet at the bottom and approximately <br />4 feet at the top and that the ditch carried a natural flow of water; that water from <br />housing projects was a possible factor in increasing the flow. Councilman Fisher, a <br />member of the committee, stated he felt it was the fault of the City because of con- <br />struction of SE 33rd. Councilman Malone, the third member of the committee, stated tho <br />he felt that the flow of the water had been altered from the natural flow. — <br />Mayor Brunette requested that the committee continue to meet and make recommendations <br />to the Council. <br />An ordinance previously authorized for preparation relating to the establishment of a <br />Library Department of the City of Paris was the next item on the agenda. Ordinance <br />No. 2344: <br />"AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING THAT <br />THE CODE OF ORDINANCES, CITY OF PARIS, BE AMENDED BY REVISING <br />CHAPTER 17 OF SAID CODE; PROVIDING FOR THE ESTABLISHMENT OF A <br />LIBRARY DEPARTMENT OF THE CITY OF PARIS; REPEALING ALL ORDINANCES <br />OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR AN <br />EFFECTIVE DATE OF AUGUST 8, 1977." <br />was presented. A motion was made by Councilman Williams and seconded by Councilman <br />Wunsch for the adoption of the ordinance. The motion carried: 6 ayes, 1 nay, Council- <br />man Philley voting nay. <br />Resolution No. 1820, establishing a Library Advisory Board, consisting of seven resi- <br />dents of the City of Paris, was presented. A motion was made by Councilman Wunsch and <br />seconded by Councilman Williams for the adoption of the resolution. The motion carried: <br />7 ayes, 0 nays. <br />
