City Manager Sweatt requested authorization for preparation of an ordinance changing <br />fines on parking violations. A motion was made by Councilman Fisher and seconded by <br />Councilman Wunsch authorizing the preparation of the ordinance for presentation at a <br />future Council meeting. The motion carried: 7 ayes, 0 nays. <br />Mr. A. W. Clem, Attorney, appeared before the Council in behalf of developers of a <br />proposed Twin Oaks Estates., a proposed sub - division located on the north side of East <br />Cherry Street adjacent to the old Springlake Golf Course. City Manager Sweatt advised <br />that Mr. Mike Julian, the developer, agreed to construct a new storm sewer inlet on the <br />north side of Cherry Street and will pay the cost of a new 36 -inch pipe from the inlet <br />to the south side of Cherry Street. The manager advised that approximately 242 linear <br />feet composed of a new 36 -inch storm sewer would be necessary from Cherry Street south <br />at approximate cost of $8,965.00 and advised that the developer has asked the City to <br />assume cost for the new pipe south of the crossing. <br />After discussion, Mayor Brunette appointed a committee composed of Councilman Williams, <br />Councilman Wunsch,.and Councilman Malone to study the problem and consider making re- <br />commendations as to the drainage. <br />City Manager Sweatt recommended that a consulting firm be employed for the professional <br />services required for the major drainage outfall projects approved in the 1977 -78 Bud- <br />get. After discussion, a motion was made by Councilman Malone and seconded by Council- <br />man Philley to use the Engineering Department for in -house services for major drainage <br />projects. Mayor Brunette called for a poll of the Council which showed 2 ayes, 5 nays, <br />Councilman Philley and Councilman Malone voting aye. After further discussion; a mo+4 -n <br />was made by Councilman Williams and seconded by Councilman Wunsch for the City staff to <br />interview at least 3 engineering firms and make recommendations to the City Council. <br />The motion carried: 6 ayes, 1 nay, Councilman Philley voting nay. <br />City Manager Sweatt requested authorization to advertise for bids for play court and <br />tennis court improvements at Record Park and at Culbertson Park, such bids to be re- <br />ceived September 7, 1977 at 10:00 A. M., tabulated and presented to the City Caunci <br />at its regular meeting in September. "; motion was made by Councilman !unsch and se- <br />conded by Councilman Williams to approve the request. The motion carried: 7 ayes,0 nays, <br />City Manager Sweatt requested authorization to employ the fire of Shiriek.. Jacobs, and <br />Finklea to assist in plotting, drafting, and quantity calculation ' -for they Cox Field <br />overlay project at a cost of $995.00. City Manager Sweatt advise than 93,E ol" the oro4 <br />ject would be funded in the form of a grant from FAA and Texas Aeronautics Co, mission. <br />A motion was made by Councilman Wunsch and seconded by Councilman 1illiams approving <br />the request. The motion carried: 7 ayes, 0 nays. <br />City Manager Sweatt requested authorization to advertise for bids for the construction <br />of the firing range and storage building located at the Police training field in the <br />Cox Field area, such bids to be received September 7, 1977 at 10:00 A, M,, tabulated . <br />and presented to the City Council at its regular September meeting. A motion was made <br />by Councilman Malone and seconded by Councilman Wunsch approving the request. The <br />motion carried: 7 ayes, 0 nays. <br />City Manager Sweatt requested authorization for the preparation of an ordinance to be <br />presented to the City Council at a future meeting amending the City Code to include <br />probation of consumption of alcoholic beverages in quasi - public places. A motion was <br />made by Councilman Philley and seconded by Councilman Fisher approving the request. <br />The motion carried: 7 ayes, 0 nays. <br />City Manager Sweatt requested authorization to advertise for bids for the _ale of a <br />barge, presently used by the Fire Department for rescue service. n motion was made <br />by Councilman Wunsch and seconded by Councilman Williams authorizing the receipt of <br />bids. The motion carried: 7 ayes, 0 nays. <br />In discussion, Mr. Robert and Mr. Reeves Hayter appeared before the Council discussing <br />the infiltration inflow work in progress by the Hayter Engineering firm. <br />There being no further business, the meeting adjourned. <br />MAYOR JAMES M.
