City Manager Sweatt presented the final plat of Golden Acres Estate on-property <br />in extra - territorial jurisdiction and advised the sub - division had been completed <br />in accordance with City sub- division requirements. A motion was made by Council- <br />s— man Swaim and seconded-by Councilman Philley for the adoption of-the plat. The mo- <br />tion carried: 7 ayes, 0 nays. <br />City Manager Sweatt presented a petition from Cecil Anderson for re- zoning of .Lots <br />8 and 9, City Block 224A from One- Family Dwelling District to General, Retail Dis- <br />trict; and from Jim F. Kirby-for re- zoning-of Lot 9 City Block 331, from Planned <br />Development and SF -2 and MF -1 District to Planned Development District Shopping <br />Center and Office Center;-and from Nathan Bell to change Lots 25 and 26,.City Block <br />222A, from Single Family Dwelling District No, 2 to Multiple Family District No. 1. <br />Mayor Brunette referred the- petitions- for re- zoning to the- Planning- and Zoning Com- <br />mission for their consideration and recommendation-and called for a public hearing <br />at the next regular Council meeting. <br />Mayor Brunette called for a report from the committee appointed to .study and make <br />recommendation -on� San itary Landfill charges: CounciIman- tliIIiams -,,Chairman of the <br />committee-, made the-following recommendations: - <br />1. That a charge of 70� per cubic-yard be- established - as - the deposit <br />fee for each cubic-yard delivered to the landfill site for the <br />purpose of defraying- a- portion- of the- operating cost to dispose <br />of such- material . <br />2. That a charge of $1.00 per water meter account-per month, with an <br />additional $1.00- charge- per month for each residential Living unit <br />for master. water. metered accounts,- using- an- overall City occu- <br />pancy factor-,.-be- established- as- a- service fee- to defray portions <br />of the capital and renovation-costs associated-iatith maintaining <br />fill sites-in accordance with Federal and State regulations. <br />3. That current.regulations- relating- to- commercial - hauling- vehicles <br />be amended-.to-allow the use of- tarpaulins-' as- cover in- addition. to <br />the present means.. <br />Mayor Brunette. invited comments from-the aud-ience, -and -Clr-. Bill - PhilIips- appeared <br />before the Council ,. stating that he- objected - to a- 75% charge- -to" apartment dwellers <br />while homeowners: were charged $1.00 Mr. Sam Jenkins- appeared before- the Council <br />questioning the'.per cent of the.charges- that--.would go to-the Landfill operation. <br />Mayor Brunette advised that-.consideration of- an- ordinance - embodying-- the- recommenda- <br />tion of the committee would-be presented later in the Council meeting. <br />City Manager Sweatt advised -the- Council of the recommendation of- the- Electrical <br />Board to adopt the 1975 edition of the National- Electric Code and recommended on <br />behalf of the staff, its-adoption. -After discussion, -a motion was made by Council- <br />man Williams- and- seconded by Councilman Hinds authorizing -the- preparation of an <br />ordinance to be presented at'a future' Council meeting:, The motion carried: 7 ayes, <br />0 nays. <br />Mayor Brunette.called for tabulation of bids for the-City depository for-the ensuing <br />two years-and bids-were-presented from the Liberty National Bank and the Paris Bank <br />of Texas and recommended approval of-the Liberty- National Bank -as- being- the best <br />bid. After discussion; Mayor Brunette informed the Council that -a resolution would <br />be presented at a later. time. within this meeting' for- consideration. <br />
