City Manager Sweatt presented a request from Mr. Genc t-"c4aters for annexation of <br />additional property located on Highway 82, west of the Gordon Lake Road and being <br />82.3 acres of land. <br />City Manager Sweatt advised that the tracts of the Webster, Mullins, and Brockway <br />property along with Mr. Gene Mcwaters property could be included in one annexation <br />procedure. <br />Ordinance No. 2310: <br />"AN ORDINANCE SETTING A DATE, TIME AND PLACE FOR PUBLIC HEARINGS BEFORE <br />THE PLANNING AND ZONING COMMISSION OF THE CITY OF PARIS AND THE CITY <br />COUNCIL OF THE CITY OF PARIS ON THE PROPOSED ANNEXATION -OF CERTAIN <br />PROPERTY BY THE CITY OF PARIS, PARIS, TEXAS, AND APPROPRIATE ZONING <br />UPON ANNEXATION, AND AUTHORIZING AND DIRECTING THE MAYOR TO PUBLISH <br />NOTICE OF SUCH PUBLIC HEARINGS." <br />was presented. A motion was made by Councilman Swaim and seconded by Councilman <br />Philiey for the adoption -of the ordinance. The motion carried: 6 ayes, 0 nays. <br />City Manager Sweatt presented a re -plat of Lots 8, 9 and 10, Block. K,. Morningside <br />Estates -No. 5 and recommended., its approval. A motion -was made -by Councilman Fisher <br />and seconded by Councilman Swaim to approve -the re -plat. The motion carried: 6 <br />ayes, 0 nays. <br />City Attorney Haynes presented a petition for re -zoning from Pete and Florence John- <br />son for Lot 1, City Block 199, from Two -Family Dwelling. District to General Retail <br />District. Mayor Brunette referred the petition.to the Planning and Zoning Commission <br />for their study and recommendation and called for a public hearing at the next <br />regular Council meeting. ` <br />City Manager Sweatt reviewed requests presented to the Traffic Commission by in- <br />terested.citizens for signal lights at 24th S. E. and.25th N. E. at Lamar Avenue. <br />City Manager Sweatt advised that funds had not been budgeted in the current year <br />for installation of these signals and that heretofore minimum warrants had not been <br />met but current counts indicated the warrants were met. It was the opinion of the <br />Council to request the.Traffic Commission to continue study of the matter with con- <br />tinued observance of warrants at the intersections with report timely with FY 77-78 <br />budget considerations. City Manager Sweatt reported actions of the Traffic Com- <br />mission concerning the signal light at Pine Bluff and 11th Street N. E. and ad- <br />vised that the Traffic Commission had recommended that the signal remain in its <br />present configuration with the provision the red time be extended from 15 seconds. <br />to 20 seconds and that an educational. program be conducted for the students at the <br />school on traffic related matters: After discussion, a motion was made by Council- <br />man Philley and seconded by Councilman Fisher to endorse the Traffic Commission's <br />report for the signal to remain in its present configuration and to increase the <br />red time from 15 seconds to 20 seconds and that an educational program be provided <br />for the students at the school. The motion carried: 6 ayes, 0 nays. <br />Mayor Brunette called for a report from the committee appointed to study the Land- <br />fill's service charges. Councilman Williams, Chairman -of the committee, made the <br />following report and recommendations: <br />
