The motion carried 7 ayes, 0 nays. <br />Mayor Brunette declared the public hearing open on the petition of Lowry Carrington <br />for a change in zoning from a Two- Family Dwelling District to an Office District <br />and appropriate zoning for a Health Spa on part of Lots 2 and 3, City Block 248B, <br />located at the intersection of Clarksville Street and 20th Street S. E. The Plan- <br />ning and Zoning Commission had voted to recommend denial of this request. <br />Mayor Brunette called for proponents to appear, and Mr. Lowry Carrington appeared <br />and requested that his petition be referred back to the Planning and Zoning Commis- <br />sion with the Health Spa portion of his request eliminated. <br />-A-mot-ion was -- ►-made by - Councilman Phi 1 l ey and seconded by Councilman Vhmsth to approve <br />the request. Before the vote, Mayor Brunette asked for opponents to the proposi- <br />tion to appear. Mrs. Virginia Jessee appeared, stating that she was opposed to any- <br />thing for the property other than a dwelling. Mr. C. B. Coons, Mrs. J. A. Stephens, <br />Mrs. Ted McClain, and Mrs. Frank McClure all appeared in opposition to the zoning. <br />Mayor Brunette declared the public hearing closed, and called fora vote on the <br />motion. The motion carried: 7 ayes, 0 nays. Mayor Brunette referred the petition <br />back to the Planning and Zoning Commission for their consideration and called for <br />a public hearing at the next regular Council meeting. <br />city Attorney Haynes presented the following petitions for re zoning: Mickey York, <br />Lot 5, City Block 167, from Agricultural District to Commercial District; .J. W. <br />McCoy, Lot 6, City Block 318, from Agricultural District to Commercial District; <br />Henry L. Erwin, Lots 5 and 6, City Block 189, from Two - Family Dwelling District to <br />Commercial District; Wayne and Gene Brown, Lot 1, City Block 315, from Agricultural <br />District to General Retail District; James Rheudasil, Lot 1, City Block 266, from <br />Multiple Family District l to Commercial District. <br />Mayor Brunette referred the petitions to the Planning and Zoning Commission for their <br />study and recommendation and called for a public hearing at the next regular Coun_ <br />cil meeting. <br />Mayor Brunette presented a request from Mr. James Howell for an aeronautical permit <br />at Cox Field which included agricultural spray operation and pilot training. After <br />discussion, a motion was made by Councilman Malone and seconded by Councilman Wunsch <br />to approve the application subject to satisfactory insurance coverage. The motion <br />carried: 7 ayes, 0 nays. <br />Mayor Brunette called for the receipt of bids for the drainage structure in Tangle- <br />wood Addition north of Mahaffey Lane, and City Manager Sweatt presented the fol- <br />lowing bid: <br />Bill Haley - 101 feet - $4,317.02 <br />City Manager Sweatt advised that the City's portion of the bid was for 50 feet at <br />a cost of $2,137.14 and property owners' portion was for 51 feet at a cost of <br />$2,179.88. City Attorney Haynes presented a resolution authorizing and directing <br />the city manager to enter into a contract with Bill Haley, the bidder, for construe <br />tion. After discussion, a motion was made by Councilman Philley and seconded by <br />Councilman Fisher to deny approval of the resolution. The motion carried: 5 ayes, <br />2 nays, Councilman Stone and Councilman Brunette voting nay, and the bid was re- <br />jected. <br />Resolution No. 1804, appointing Michael E. Malone and George Fisher, Jr. as members <br />of the Board of Directors of the Ark -Tex Council of Governments to serve until their <br />successors are duly qualified or installed or until they become disqualified to so <br />serve, was presented. A motion was made by Councilman Wunsch and seconded by Coun- <br />cilman Stone for the adoption of the resolution. The motion carried: 7 ayes,_ 0 nays. <br />
