He further stated he had contacted John Fuston, who was always at the meetings and was <br />willing to serve on the Task Force. Council Member Fisher recommended Jerry Rose to serve on the <br />Task Force, because he had expressed an interest and attended Council meetings. <br />A Motion to approve the recommendations was made by Council Member Brown and <br />seconded by Council Member Fisher. Motion carried, 6 ayes - 0 nays. <br />7. Discussion and possible action on establishing a new procedure for appointments to the <br />various boards and commissions within the City of Paris. <br />A Motion to establish a new procedure for appointments was made by Council Member <br />Wilson and seconded by Council Member Fisher. <br />Mayor Freelen suggested as positions become available they be published in the newspaper, <br />as well as announced on television and radio. He went on to suggest that interested persons pick up <br />an Application at City Hall or apply on the City web -site. Mayor Freelen said that Council could <br />review the Applications and make selections. Council Member Strathern suggested term limits and <br />that Council work harder at getting citizens involved in the boards and commissions. He also said that <br />he thought every district in the City should have a representative on each of the boards and <br />commissions. Council Member Wilson said they may want to consider term limits of two- three year <br />terms staggered, so that not everyone will be new on the board. Mayor Freelen referred Council to <br />the information provided by Kevin, specifically the recommendation that appointments be limited to <br />a maximum of three consecutive full terms on the same committee. Council Member Wilson <br />suggested that staff bring something back to Council. <br />8. Consideration of and action on the following ordinances: <br />A. ORDINANCE NO. 2008-004: AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF PARIS, TEXAS, ADDING A NEW CHAPTER 22.5 ENTITLED OUTSIDE <br />STORAGE TO THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Kevin Carruth arrived to the meeting at 6:45 p.m. <br />A Motion to approve this item was made by Council Member Fisher and seconded by Council <br />Member Fisher. <br />Council Member Strathern inquired of the status of the Task Force's projects and/or goals. <br />Council Member Wilson reported they were near completion of the fencing ordinance and the largest <br />issue remaining was the sign ordinance. <br />
