Robert Talley stated that he has exchanged emails with the owner and he would <br />like 90 days to repair this and the next structure on the agenda (317). Mr. Tally's <br />pictures showed that the structure was unsecure, the tile on the ceiling is falling, <br />there is mold and mildew on the sheet rock and the inside is in disrepair. <br />Robert Talley's recommendation: 10 to 14 days to secure and 90 days to <br />repair if not the City has the right to demolish and apply a $1000 per day <br />civil penalty. <br />Motion was made by Johnny Norris, seconded by Wendell Moore to accept <br />Robert Talley's recommendation. Motion carried unanimously. 4 -0 <br />F. 707 & 705 W Campbell, City of Paris, Block 87, Lot 11 <br />Owner: Carlton & Niesje A Cooper PO Box 600762 Dallas, TX 75360 -0762 <br />Back Taxes Owed: $11,461.57 <br />Robert Talley stated that this structure was brought before the Commission in <br />November 2014. The owner is asking for 90 days to repair. Mr. Talley stated <br />that the structure has foundation damage, missing and deteriorated wood. At the <br />back of the structure all of the siding has fallen off and has been replaced by <br />mismatched plywood. The boards at the bottom of the structure are breaking and <br />the inside has deterioration and rot. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />Mr. Norris asked what the recommendation was in November and Mr. Talley <br />stated that it was to demolish in 30 days and that the owner is asking for 18 to 20 <br />months. Mr. Talley also stated that all services have been removed. Mr. Norris <br />stated that he didn't think it would hurt to push it back 90 days and Mr. Talley <br />agreed seeing that the structure is secured. However, Mr. Talley would like to see <br />major progress at the end of the 90 days. Mr. Lindsey suggested 30 days to see <br />progress and if nothing had been done to bring it back before BSC. <br />Motion was made by Chad Lindsey, seconded by Wendell Moore to <br />re- inspect in 30 days to note progress of repair. Motion carried unanimously. <br />4 -0 <br />G. 909 Clement Rd, City of Paris, Block 276, Lot Pt of 1 <br />Owner: Don A Ensey 1235 Mockingbird Paris, TX 75462 <br />No Back Taxes Owed <br />Robert Talley stated that he has talked to Don Ensey and he owns the land but not <br />the structure. The structure is owned by Drew Crawford. Mr. Talley stated that he <br />spoke with Mr. Crawford and he will secure the structure which was what Mr. <br />Talley was requesting. Mr. Talley stated that in addition to the front and back <br />doors being open the siding it starting to come off. He believes this is from <br />someone pulling it off. The structure is starting to sink but Mr. Talley thinks that <br />is from wet ground conditions not from rot. Stephanie Harris stated that she didn't <br />
