7 �, 4 <br />Mr. Vest said other significant points of interest would be the Lamar County <br />qualifies as a full purpose Strategic Investment Area, which qualifies industrial <br />locations for Job Creation Tax Credits, investment Tax Credits, and Research and <br />Development Tax Credits (PEDC adopted a resolution supporting this legislation): <br />secured the Post Office location for downtown Paris; supported the East Texas Gulf <br />Highway Association in the Green Carpet Memorial Route presentation to TxDOT; <br />received a bonus Enterprise Project Designation for the outstanding Work of Lisa <br />Wright on the TIPS application; and Southwestern Foundry change in ownership, <br />open house on June 17. <br />Mayor Neeley called for consideration of and action on an ordinance revising the <br />Code of Ordinances of the City of Paris by repealing Section 34-3 thereof regarding <br />emergency rationing of water and adding an Article IV entitled "Drought <br />Contingency Plan for Retail Water Customers" and an Article V entitled "Drought <br />Contingency Plan for Wholesale Water Customers" to Chapter 34 thereof. <br />City Attorney Schenk said if the City Council would recall, a public hearing was <br />conducted on this matter, and what he has attempted to do is translate this into <br />appropriate language for inclusion into the Code of Ordinances book as reflected <br />in the caption; unfortunately, there have been computer problems in getting this <br />accomplished. City Attorney Schenk advised that another matter, which the City <br />Council has been furnished that information, is concerns of Tenaska and another <br />entity regarding the plan. Mr. Schenk said he and Herb Campbell have discussed <br />this matter and feel like the City has adequate time to adopt the ordinance at a later <br />date. Mr. Schenk said they have attempted to resolve the concerns expressed by <br />Tenaska through the state, and they have received one response, but feel that in the <br />interest of the City's customers, they prefer to spend more time resolving any <br />concerns to the extent that they can, and still meeting the state's requirements <br />before the plan is adopted. Mr. Schenk requested that this matter be tabled until <br />such time that they can get those concerns resolved. <br />A motion was made by Councilman Pfiester, seconded by Councilman McWaters, <br />to table action on an ordinance revising the Code of Ordinances of the City of Paris <br />by repealing Section 34 -3 thereof regarding emergency rationing of water and <br />adding an Article IV entitled "Drought Contingency Plan for Retail Water <br />Customers" and an Article V entitled "Drought Contingency Plan for Wholesale <br />Water Customers" to Chapter 34 thereof. The motion carried 7 ayes, 0 nays. <br />City Manager Malone called for consideration of and action on bids for construction <br />of a concrete slab for a Skate Park for the City of Paris Parks & Recreation <br />Department, and the following bids were presented: <br />Stephens and Sons Concrete, Inc. $12,664.00 <br />
