31S <br />Mr. Vest discussed the various projects that have been worked on during the year. <br />They started out the year with the announcement that Precision Printing would be <br />closed or sold, and it is now is being operated by Paris Packaging Inc. The Exide <br />Warehouse opened with 26 employees and only a modest investment was required <br />by PEDC. Babcock and Wilcox closed their plant with 525 employees even though <br />PEDC and local government made strong commitments for them to stay open. <br />Panda Energy made the commitment to build a large power generation facility in <br />Paris. Campbell Soup Company announced the relocation of Pace to Paris, which <br />could mean up to 200 additional employees. We Pack announced an expansion in <br />the S. W. Industrial Park due to the decision of Chisum Independent School District <br />to approve the Freeport Exemption. PEDC completed the four million dollar bond <br />issue that helped finance the Paris Packaging Inc. Project which retained jobs in <br />Paris. Also, the "Bitco ", or Model Building was purchased by Buster Paving, <br />bringing over a hundred jobs to Paris. The PEDC contributed matching funds <br />toward a TxDOT grant to construct the Airport Terminal Building. The PEDC also <br />made financial commitments for Turner International Piping Systems to purchase <br />the B &W facility and reopen. The PEDC has also been active in the Northeast Texas <br />Economic Developers Round Table and it has worked very closely with TU <br />Electric, Lone Star Gas, and the Kiamichi Railroad in their economic development <br />efforts. <br />On the recommendation of the Traffic Commission, a motion was made by <br />Councilman Clifford, seconded by Mayor Pro Tem Thomas, authorizing preparation <br />of the following ordinance: revising section 31-65 (b) of the Code of Ordinances of <br />the City of Paris revising the Traffic Control Map providing for stop signs at the <br />intersection of 22nd Street S. W. at West Austin Street, stopping north - and south- <br />bound traffic on 22nd Street S.W. at West Austin Street. The motion carried 7 ayes, <br />0 nays. <br />Mack Ross, 3475 Reno Drive, appeared before the Council stating that at the last — <br />meeting there was a lot of discussion regarding the rule of law by some of the <br />Council Members and he appreciated the Council Members considering that we <br />should all go by the rule of the law even to the square inch. Mr. Ross pointed out <br />that yesterday in the Paris News, Senator Lott, one of our highly elected officials in <br />the nation said "Americans are very serious when we say equal justice under law" <br />and that is one thing he wanted to talk about. At the last meeting, Mr. Charles <br />McNeal had problems and it was his right to discuss them with the City Council, but <br />he was accused of being a developer and coming under these development rules <br />and ordinances of the City of Paris. Mr. Ross stated that it is not true that he is a <br />developer under the laws of Texas and Paris, and he felt that the citizens of Paris <br />
