377 <br />• <br />Development. He stated that he would like to build storage buildings and open RV <br />storage on the back one acre lot off of 34th N. E. Street. Mr. Moore pointed out that <br />the property is located between a Commercial District and a Residential District and <br />would serve as a buffer between the residential area and the commercial area. Mr. <br />Moore said he hired Chaney Engineering to conduct a surface water runoff and <br />impact study which shows 0.6% increase in waterway flow for each project. Mr. <br />Moore also pointed out that with Farm to Market Road 195, the Brownwood Addition, <br />the Elk's Lodge and all of the other properties in that area being a busy as they are, <br />that his* project will add little to the traffic. Mr. Moore said the real issue is value for <br />the property owners in the area and what he would like to see is that his project does <br />not hurt the values of the other property owners. Mr. Moore told the City Council <br />that he would agree to Single - Family zoning with the same deed restrictions as <br />across the street from his property. His understanding of the deed restrictions are <br />1600 square foot living, two car garage, and eighty percent brick and he was willing <br />to put those restrictions on his property if the Council would pass the zoning for <br />Single- Family Dwelling. <br />Mr. Moore requested that he be allowed to address the City Council after opposition. <br />Mack Ross, 3475 Reno Drive, appeared before the City Council stating that Mr. <br />Moore is correct regarding the deed restrictions. Mr. Ross said that a 1400 square <br />foot house was built across from his property and they tried to stop it but the deed <br />restrictions could not stop it, so if Mr. Moore agrees to build 1600 square feet home, <br />he has no objection to that. Another point Mr. Ross made is that just west of <br />Discount Wheel on Loop 286 N. E., the crossover is not being used and most of the <br />neighbors are about to agree to bring a 39 foot street in off of the Loop 286 N. E. <br />behind Discount Wheel, Toyota, and lineup with Reno Drive, which is a 39 foot <br />street. Mr. Ross said in the Master Plan, this street was supposed to serve the area <br />to the east of Paris like Pine Mill Road. Pine Mill Road is-, a dangerous road with a <br />high traffic count and some day they hope to get a road through there. Mr. Ross <br />said that when he purchased his home 28 years ago, he knew he was buying on a <br />collector street and knew someday there would be traffic on it, but that is progress. <br />Mr. Ross requested that someone explain about the retention pond because he <br />believes Mr. Moore does not need to do that and it has never been a requirement for <br />someone like Mr. Moore to build a retention pond. <br />Earl Smith, City Engineer, came forward telling the Council that based on the results <br />of this public hearing and the collective wisdom of the City Council, that if they feel <br />a retention pond is needed, Mr. Moore will have to have it installed. Mr. Smith said <br />the ordinance does not specifically require a retention pond. <br />
