378 <br />Mr. Brandon Chaney, engineer for the developer, was present confirming that Mr. <br />Moore has engaged his firm to provide an engineering site design for his property <br />on 34th Street N. E. Mr. Chaney said he compiled a drainage study to determine <br />what the impact to drainage runoff for each project would be. Mr. Chaney said he <br />had determined from the City of Paris drainage plan that the ten year flow for this <br />waterway is approximately 490 cubic feet per second. The estimated impact for the <br />commercial area increase in waterway flow equals 0.6% and the residential area <br />would be the same percentage rate. Mr. Chaney said in his opinion, it would have <br />a negative impact and would not require a retention pond. <br />Mayor Neeley called for opponents to appear, and Mary Montgomery, 1570 34th <br />Street N. E., came forward stating that she does not have any objections to the <br />single family dwellings and wanted to know why Mr. Moore does not run the housing <br />east and west because if they are located on 34th Street N. E., there will still be a <br />parking problem with people parking on the street. Ms. Montgomery said she had <br />walked over this property last week, and to her it is a swamp, but if Mr. Moore can <br />take care of the water problem, she did not feel the neighborhood had any <br />objections to the single family dwellings. Ms. Montgomery said she did object to the <br />storage and RV buildings. <br />Jackie Wood, 3415 Vagas Drive, came forward passing out a map of the area to the <br />City Council, pointing out 34th Street N. E. and stating that it is a high traffic area. <br />Ms. Wood said the area she lives in is North Park Addition and it has eighty -six <br />single family homes, five duplexes, and one government house. Ms. Wood stated <br />that if you figure two cars per residence on the number she has just quoted, there <br />would be 202 cars that must enter the section of 35th Street N. E. directly across <br />from Mr. Moore's property. Ms. Wood pointed out that Mr. Moore would only have <br />one entryway off of 34th Street N. E. Ms. Wood said she objects to the Commercial <br />zoning with access from 34th Street N. E. <br />Mack Ross advised the City Council that the Texas Department of Transportation <br />has let a contract to redo Loop 286 from Highway 271 North to Highway 271 South. <br />Mr. Ross said they were going to solve the problem at Kennedy Ford. They are <br />going to make that a wider turn entry and exit. Mr. Ross asked the City Council to <br />help them to get an acceleration lane going west if the property owners would sign <br />a petition and the City of Paris would write an encouraging letter to the Texas <br />Department of Transportation asking for the acceleration lane. Mr. Ross said the <br />engineers with the Texas Department of Transportation said this could be done if <br />enough people ask for it. <br />Cynthia Rhodes, 1140 36th Street N.
