379 <br />she was concerned with the value of their property. She did not have a problem with <br />the single family dwellings, but she did have a great concern about the deed <br />restrictions that this neighborhood would like for him meet. Ms. Rhodes said she <br />would like to see the City of Paris require him to place those requirements on his <br />property. Ms. Rhodes also said she had objections to the commercial section <br />proposed by Mr. Moore without having access from Loop 286. Ms. Rhodes <br />mentioned the parking situation along with the drainage. <br />Jay Guest, 1815 34th Street N. E., appeared before the City Council stating that it <br />appears that these people in this neighborhood are asking the City Council to <br />maintain the integrity of the neighborhood. Mr. Guest presented photographs of the <br />houses that the neighbors have been talking about. Mr. Guest said his main concern <br />is the water on 34th Street N. E. that ends up on his property. Mr. Guest said the <br />water comes from the northern area and it jumps the unmaintained city street, <br />Center Street, staying in the same condition six months out of the year. Mr. Guest <br />felt this represents a potential health hazard. <br />No one else appeared, and the public hearing was declared closed. <br />City Attorney Foster advised the City Council that the request is for the western 120 <br />feet strip down 34th Street N. E. be zoned for Single Family Dwelling District, and a <br />request for Planned Development - Commercial Center on a 200 x 250 feet section to <br />the west of the proposed Single Family Dwelling District. City Attorney Foster <br />further advised the City Council that they could take those two separate zoning <br />matters one at a time or they could take them together. <br />A motion was made by Councilman McWaters, seconded by Councilwoman Fisher, <br />to take the items one at a time. The motion carried 6 ayes, 0 nays. <br />A motion was made by Councilman McWaters to consider the Single Family Zoning <br />District on part of Lot 5, City Block 318 first. The motion was seconded by <br />Councilman Boyd. <br />Councilman Clifford said he would feel more comfortable referring this matter back <br />to the Planning and Zoning Commission for a preliminary plan and a zoning change <br />all at the same time, so the people will know what size lots are going to be put on <br />this property. <br />After further discussion, Councilman Boyd withdrew his second to the motion to <br />consider the Single Family Zoning District on part of Lot 5, City Block 318. <br />
