A motion was made by Councilman Hunt, seconded by Councilman Boyd to <br />bring the above item from the table. The motion carried 7 ayes, 0 nays. <br />Mayor Clifford reopened the public hearing to consider the closing of <br />10th Street S. E., located between the north boundary line from Austin, <br />Street, north to South boundary line of Clarksville Street. <br />Mayor Clifford called for proponents to appear, and Ron Ragan, <br />representing St. Joseph Hospital, spoke in favor of the Street <br />Closing. Mr. Ragan passed out information packets to the Council <br />containing a letter from Police Chief, Karl Louis stating that he has <br />no opposition to closing the street, a letter from Fire Chief, Steve <br />Burgin, stating he does not have any objections to the closing of 10th <br />S. E., but pointed out that emergency services must have access to the <br />east side of the hospital complex, and further stated that it was <br />understood that this access would be provided in the final plans, a <br />report from David Houghton, who conducted a traffic count of vehicles <br />utilizing 10th Street observing approximately 1100 vehicle, and out of <br />that amount only 10 to 17 vehicles actually used the street to get from <br />Clarksville or Austin to the other street, a letter from TU Electric <br />stating they can remove the electrical facilities on S. E. 10th and <br />maintain service to the existing buildings, and a letter from St. <br />Joseph's Hospital to Lone Star Gas of their intent to grant to Lone <br />Star Gas Company a fifteen foot easement on 10th S. E. between the <br />cross Streets of Clarksville Street and Austin Street. <br />Mr. Ragan said that St. Joseph's Hospital is expanding their services <br />to include an additional wrap- around unit on the emergency room, and <br />would like to add to their emergency service a helipad, and in order to <br />do that they would like to have access to 10th S. E. <br />After further discussion, a motion was made by Councilman Boyd <br />authorizing preparation of an ordinance closing 10th S. E. Street <br />between the north boundary line from Austin Street, north to south <br />boundary line of Clarksville Street with the City retaining necessary <br />easements. The motion was seconded by Councilman Fulbright, and <br />carried 6 ayes, 1 nay, Councilman Neeley voting nay. <br />Mayor Clifford declared the public hearing open on the petition of <br />Louise Taylor for a change in zoning from an Agricultural District (A) <br />to a Commercial District (C) on part of Lot 23, City Block 188 -E, <br />located in the 2700 Block of Jefferson Road. <br />Mayor Clifford called for proponents to appear, and Louise Taylor <br />representing the seller, Michael Halbouty appeared before the Council. <br />Ms. Taylor said this request is in consistency with the development <br />that is going on in this area, and as she understood, the Planning and <br />Zoning Commission had recommended General Retail instead of Commercial <br />C, and she would like to go with General Retail zoning. Ms. Taylor <br />said the purchaser said this would be acceptable as long as he could <br />build the funeral home that he wants to build on his property. <br />
