685 <br />Mayor Clifford called for opponents to appear, none appeared, and the <br />public hearing was declared closed. <br />City Manager Malone advised the Council that the Planning and Zoning <br />Commission had recommended Planned Development District - Retail Shopping <br />Center (PD.al) instead of the Commercial Zoning. <br />No one else appeared, and the public hearing was declared closed. <br />A motion was made by Councilwoman McDonald, seconded by Councilman Boyd <br />authorizing preparation of an ordinance to be presented at the next <br />regular council meeting changing the zoning from Agricultural District <br />to Planned Development - Commercial Center (PD.al). The motion carried <br />7 ayes, 0 nays. <br />Mayor Clifford declared the public hearing open to consider the <br />petition of Kimberly R. Dacus for a change in zoning from an <br />Agricultural District (A) to a Commercial District (C) on part of Lot <br />7, City Block 318, located in the 3000 Block of N. E. Loop 286. <br />Mayor Clifford called for proponents to appear, and Kimberly Dacus was <br />present representing the seller and the buyer of the property in <br />question. Ms. Dacus asked that the Council change the zoning from <br />Agricultural to Commercial District for a used auto dealership just <br />East of Papacita's Restaurant. Ms. Dacus said this is a new business, <br />the buyer does not live in Paris. <br />Mayor Clifford advised that all the property along that area that has <br />been zoned, he did not know if they have their fencing up, but they <br />have been required to have a fifty foot green zone and six to eight <br />foot privacy fence. <br />City Engineer, Earl Smith, said that there is a requirement that <br />between commercial and residential property, there is a requirement of <br />a fence. <br />No one else appeared, and the public hearing was declared closed. <br />A motion was made by Councilman Fulbright, seconded by Councilman Boyd <br />authorizing preparation of an ordinance, to be presented at the next <br />regular council meeting, and changing the zoning -to Commercial and <br />instructed the City Manager to have it in consistence with the others <br />zoning along that area. The motion carried 7 ayes, 0 nays. <br />City Manager Malone announced that the next item on the agenda was <br />consideration of and action on authorizing the preparation of an <br />ordinance closing the alley located between Booth Street and Tudor <br />Street from the West boundary line of 19th Street N. E. West to the <br />East boundary line of 17th Street N. E., advised that the Planning and <br />Zoning Commission voted 8 -1 to deny the alley closing. <br />City Engineer, Earl Smith, advised the Council that some of the <br />people's signatures on the petition were riot property owners, also <br />
