i 1 <br />the petition did not contain all of the property owners signatures, <br />and some were renters. Mr. Smith said that no one appeared at the <br />public hearing. <br />After discussion, a motion was made by Councilman Hunt, seconded by <br />Councilman Boyd to deny the request to close the alley located between <br />Booth Street and Tudor Street from the West boundary line of 19th <br />Street N. E. west to the East boundary line of 17th Street N. E. The <br />motion carried 7 ayes, 0 nays. <br />City Attorney Haynes presented the following petition for rezoning: <br />Goldie Thomas Welch, Lot 21, Block 315, from Agricultural District to <br />Commercial District. <br />Mayor Clifford referred the petition to the Planning and Zoning <br />Commission for their study and recommendation at their meeting February <br />3, 1997, and before the City Council February 6, 1997. <br />The City Council received a report from the Building Hazard Inspection <br />Committee. <br />Mayor Clifford declared the public hearing open concerning property <br />determined by the Building Hazard Inspection Committee to be a fire <br />hazard and /or dilapidated or dangerous structure and /or a nuisance. <br />Mike Alexander', Code Enforcement Office for the City of Paris, came <br />forward requested that the people present to speak regarding their <br />property be allow to speak first. <br />Mr. Johnny Clawson appeared before the Council regarding the property <br />located at 265 S. Main Street, Item No. 54 on the Report. Mr. Clawson <br />said that they have worked out a way to redoing the Gibraltar Hotel in <br />sections, and they are asking is to be allowed to, instead of trying to <br />raise the line of credit for the total structure at one time, finance <br />each section as they work on it. Mr. Clawson said that they were <br />looking at a period of five years, but each section will be opened for <br />business as it is finished because it would take approximately 2.5 <br />million dollars to renovate the building at one time. Mr. Clawson told <br />the Council that they are in negotiations with Greyhound to open the <br />bus station first which would also have a convenience stone in it. Mr. <br />Clawson said he had been waiting on a letter from them to give him a <br />date when they will be starting the first buses through Paris. Mr. <br />Clawson said they had been talking with two local banks about financing <br />the bus station and subsequence phases of the building. They do have <br />blueprints of the building and they are in the process of updating them <br />to meet all the requirements. Mr. Clawson said they will continue to <br />work on trying to get progress on the building, if the City Council <br />would allow them to finance sections instead of trying to come up with <br />a line of credit for 2.5 million dollars. <br />Mayor Clifford pointed out that the Building Hazard Inspection <br />Committee's recommendation is to require him within 30 days to submit a <br />total plan, proof of financing, and begin to make necessary repairs or <br />demolish and remove the building. <br />
