M' <br />- 1 <br />and this was the first time that PEDC has done this, and it was <br />presented to Babcock and Wilcock because of the industry retention. <br />Mr. Vest explained that the City came real close to losing them last <br />summer, and with some of the efforts of PEDC the new sewer line they, <br />put in last year, working with the people out there, they were able to <br />maintain them here in Paris, and also with the cooperation of the labor <br />union there and management, so it was a good thing for our community. <br />The Northeast Texas Economic Development Round Table is a group that <br />they support, and they have attended two meetings, one in Tyler, and <br />one in Kilgore since the last time he was here, and he also make a <br />presentation on Economic Development to the Chamber Professionals of <br />East Texas. They attended a conference on the North America Free Trade <br />Agreement in Longview on November 8th, also attended the Chemical Trade <br />Show in December in New York which had over 16,000 delegates at that <br />show, which was 16,000 potential leads for them, and they put a <br />newspaper out everyday of the trade show, and he was quoted on day on <br />the front page of the newspaper. Mr. Vest said he visited with the <br />Texas Department of Commerce in Austin on December 14th, met with <br />several of the key people with that department. They have entered an <br />agreement with Commerce and gave the Council a copy of the community <br />profile that Commerce has on every city that is willing to participate <br />in the State of Texas, and this is a computer profile, but anyone in <br />the world can call up on the Texas Department of Commerce computer <br />line, their internet, and tap into various community of Texas, and we <br />are in the computer, and Mr. Vest gave the Council a sample of the <br />information. They have been working on a good home page on the <br />computer line for Paris, and before the month is over they will have a <br />real nice home page on the internet. <br />Tom Hensel of McClanahan and Holmes, Certified Public Accountant, came <br />forward presenting the Comprehensive Annual Financial Report for the <br />City of Paris. Mr. Hensel told the Council how the report was <br />organized pointing our the various section and topics, after that <br />starts the financial section and for the first 37 pages is what is <br />called general purpose financial statements including the basic <br />financial statements of all the funds of the City sometime in <br />consolidated form along with footnotes that explains various thing <br />about those financial statements. The next section are combining and <br />individual fund financial statements which expands on the primary <br />financial statements, and if you want information on any one fund, it <br />may be part of that combined set of funds, then you will find that <br />information in that area. The next section is that statical section <br />which is a lot of 10 year information, tax information, and population <br />information which is general information. The last section pertains to <br />federal money and the various reports and schedules that are required <br />by federal agencies. <br />Mr. Hensel said they have been involved in the City's audit several <br />years, and from the time he has been involved, there has been a <br />considerable improvement in the quality of the financial records, there <br />is a significant amount of detail that is available through the normal <br />account system and sub- account systems that the City maintains. The <br />people are well qualified, they are cross trained, there is no problem <br />
