Q�s3 <br />MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL <br />January 4, 1996 <br />The City Council of the City of Paris met in regular session, Thursday, <br />January 4, 1996, 6:00 P. M., City Council Chambers, City Hall, Paris, <br />Texas. Mayor Pro Tem Charles Fulbright called the meeting to order <br />with the following Councilmembers present: Richard Hunt, Aaron <br />Jenkins, Charles H. Neeley, and John Bell. <br />City Manager Malone presented the minutes of the Planning and Zoning <br />Commission's meeting held on January 2, 1996, and attached hereto as <br />part of these minutes as Exhibit A. <br />City Manager Malone advised the Council that the first item on the <br />agenda was a public hearing to consider the petition of Bob McCarley, <br />for a change in zoning from a One Family Dwelling District No. 2 (SF -2) <br />to a Commercial District (C) on Lot 8 C, City Block 287, and further <br />advised that this item had been tabled at the last meeting on the <br />request of Mr. McCarley, and a motion to bring the item from the table <br />was in order. <br />A motion was made by Councilman Jenkins, seconded by Councilman Bell to <br />bring the public hearing on the petition of Bob McCarley for a change <br />in zoning from a One Family Dwelling District No. 2 (SF_ 2) to a <br />Commercial District (C) on Lot 8 C, City Block 287 from the table along <br />with action on authorizing the preparation of an ordinance amending <br />Zoning Ordinance No. 1710 changing the zoning from a One Family <br />Dwelling District No. 2 to a Commercial District on Lot 8C, City Block <br />287, from the table. The motion carried 5 ayes, 0 nays. <br />Mayor Pro Tem Fulbright declared the public hearing open on the <br />petition of Bob McCarley for a change in zoning from a One Family <br />Dwelling District No. 2 (SF -2) to a Commercial District (C) on Lot 8 C, <br />City Block 287 being numbered in the 4800 Block of S. E. Loop 286. <br />City Manager Malone advised the Council that the recommendation of the <br />Planning and Zoning Commission was to zone the property as a Planned <br />Development District instead of the Commercial District. <br />Mayor Pro Tem Fulbright called for proponents to appear, and Bob <br />McCarley, 560 33rd S. E., appeared before the Council in behalf of his <br />petition. Mr. McCarley told the Council that after this item was <br />tabled last month, they had time to discuss and work out some of the <br />feelings of the neighborhood people that were involved. Mr. McCarley <br />said they realized that there was concern in the area, and they <br />attempted to meet this concern. The neighbors did meet and selected a <br />committee of three property owners living within the 200 feet area in <br />questions, they met and attempted to come up with something that would <br />be compatible for all sides, and they came up with a list as follows: <br />1. Creation of the following types of Planned Development Districts: <br />A -B -D -F or a combination of any of these. 2. Permanent closing of <br />entry to property from Audubon Street. 3. Two green belts 30' x 230' <br />deep both beginning at the S.W. Corner of this property and running <br />
