7,G I <br />Councilmembers aware of the fact that they are not the people, they are <br />not suppose to represent the people, but there are too many real estate <br />people that have been on this Council. It has not functioned as a <br />Council in 40 years in her opinion, because somebody has run on this <br />Council for their own use. <br />John Hutchings, 3929 Brandon Place, speaking to the Council regarding <br />the City and comparing it with a major corporation. <br />Mayor Clifford told the audience that he polled the Council asking them <br />- what have you heard, what calls have you received, and the the <br />Council had not received one call opposing Mr. Malone as City Manager, <br />but the calls he received were - you had better not fire the City <br />Manager. <br />S. C. Teal, 1530 E. Washington, appeared before the Council telling <br />them that he hoped that Mr. Malone, Mr. Haynes and Mr. Clifford will <br />have to hang their head in shame before this is over. <br />Mayor Clifford said the first thing he wanted to talk about is Mr. <br />Malone's salary. Bill Bone when he sat on the City Council with him <br />informed me that the prior City Manager with perk included was making <br />$125,000.00 a year, and the Council paid him $125,000.00 to get him out <br />of town, is that right Bill? <br />Mr. Bone came forward stating that is correct. <br />Mayor Clifford stated that Mr. Malone had the opportunity with no <br />contract offered to him, he did not ask for a contract in over nine <br />years, but $125,000.00 was paid to the last City Manager to get him out <br />of town. Mayor Clifford said when he ran for the City Council the <br />first time approximately eight year ago, he perceived problems with <br />this City and the City Manager. It was not a good place to come visit, <br />work was not being done properly, it was not the time in municipal <br />government that he thought that this community should have. With Paris <br />being the town of 25,000 people, in the past we have had City Managers <br />that this is a career move, not a career, what he was telling the <br />audience is in the past we have had except for two occasions, and he <br />was going to name them. We have had City Managers on the way up,or we <br />have had City Managers on the way down, but very few of them that this <br />was their career, and named the two names of the most successful as <br />Paris City Manager over a long term was Charlie Walker and Hubert <br />Kennemer, and they both did an excellent job for the City of Paris. It <br />is good qualified individual from you town that cares about the City. <br />Mayor Clifford said he did not know Mike Malone from beans when he got <br />on the Council, but he learned to respect Mike Malone. He has provided <br />this city with continuity prior to the two individuals that he spoke <br />of, you had City Managers up here always looking to move up, and on an <br />average of a city this size turns over a City Manager every 24 to 36 <br />months, or less. It is very to difficult put together a good solid <br />staff when you have the top man who may be leaving at any time, and he <br />challenged anyone in this community to question the quality of the <br />staff that Mike has put together for this city.
