SUBSIANCE APPIUME SION PROGRAM <br />W1S, the detection and apprehension of individuals operating in the <br />.r-aea of controlled substances crimes and other related offenses is often hindered <br />because the range of operations of the criminal offender is greater than the <br />jurisdiction of the peace officers called upon to investigate the crime; and <br />wmwem' individuals engaged in controlled. substance crimes and other <br />Grin es often commit criminal offenses in numerous counties and cities during a <br />brief period of time in a continuing scheme of criminal conduct; and <br />S, individuals engaged in controlled substance crimes and other <br />crimes are often involved in the commission of controlled substance related <br />crimes such as burglary, robbery, and theft; and <br />WHEREAS, the Northeast Texas area is so structured that the efforts of a <br />single law enforcement agency are often inadequate to detect and apprehend <br />individuals committing criminal acts in numerous counties and cities; and <br />.5, past experience in the Northeast Texas area has indicated that a <br />cooperative effort between the cities and counties in the area has been effective <br />in detecting and deterring the activities of individuals engaged in controlled <br />substance crimes and other crimes to the mutual benefit of all the cities and <br />counties in the Northeast Texas area; and <br />WAS, the Texas Legislature has enacted V.T.C.A. Local Govermrent Code <br />362.00 to encourage the formation of mutual aid law enforcement task forces to <br />cooperate in the investigation of criminal activity and enforcement of the laws <br />of this state; and <br />S, under the provisions of the Anti -Drug Abuse Act of 1988 (Public <br />law 100 -690), Texas will receive federal funds to provide funding for the Texas <br />Narcotics Control Program (TNCP), and the Criminal Justice Division, Office of <br />the Governor, has been designated to administer the program in the form of grants <br />to units of government; and <br />WHEREAS, the Fannin County Commissioners, Court deems it to be in the best <br />interest of the citizens of Fannin County to seek such assistance which will <br />focus on drug law enforcement; and <br />WHEREAS, if such application for grant assistance is approved, the project <br />
