` X22 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL April 7, 1994 The City Council of the City of Paris met in regular session, Thursday, April 7, 1994, 6:00 P. M., City Council Chambers, City Hall, Paris, Texas. Mayor Fisher called the meeting to order with the following Councilmembers- present: Don Shelton, Jim Bell, Millie Ingram McDonald, and John Bell. Also present was City Manager, Michael E. Malone, City Attorney, T. K. Haynes, and City Clerk, Mattie Cunningham. Joe McCollum, Director of Community Development, presented the minutes of the Planning and Zoning Commission's meeting held April 4, 1994, and attached hereto as a part of these minutes as Exhibit A. Mayor Fisher announced that the first item on the agenda was continuation of a public hearing to consider the petition of Richard Powell for a change in zoning from a One Family Dwelling No. 2 (SF -2) and Specific Use Permit - Plant Nursery to a Combination Planned Development - Commercial District (PD -A -1) and Planned Development - Housing District (PD -b) on Lots 9, 9A, 10, 11, 12, and 13, City Block 259 located on the north side of East Cherry Street at the intersection of Collegiate Drive. Mayor Fisher called for proponents to appear, and Richard Powell appeared in behalf of his petition telling the Council he proposed a Mini Storage development to replace the Nursery /Landscape business presently on the property. Mr. Powell said it would be a better utilization of the property with less maintenance. Mr. Powell said he would remove everything on the property and would remodel the existing house on the property for office use and that the frontage on Cherry Street would be properly landscaped and maintained. He said the back side on Pine Mill Road will be open up someday. Mayor Fisher called for opponents to appear, none appeared, and the public hearing was declared closed. City Manager Malone advised that the Planning and Zoning Commission had approved the zoning change subject to the requirements in the City Engineer's Memorandum dated April 4, 1994, and with the further requirement that the -north end of Mr. Powell's property not be developed until the Pine Mill Road extension is designed to determine the effect it will have on the development. A motion was made by Councilman Shelton, seconded by Councilman Jim Bell authorizing preparation of an ordinance to be presented at the next regular Council meeting subject to the requirements of the City Engineer's Memorandum dated April 4, 1994, Marked Exhibit 6, and attached hereto, and with the further requirement that the north end of Mr. Powell's property not be developed until the Pine Mill Road Extension is designed to determine the effect it will have on the development. The motion carried 5 ayes, 0 nays. Mayor Fisher declared the public hearing open to consider the petition of R. P. Woodby for a change in zoning from a One Family Dwelling
