A motion was made by Councilman Shelton, seconded by Councilwoman McDonald to take a five minute recess. The motion carried 5 ayes, 0 nays. Mayor Fisher reconvened the Council meeting, and called for consideration of and action on Councilman Jim Bell's continued service on the Paris City Council, which would require a motion to bring the item for the table. A motion was made by Councilman Jim Bell, seconded by Councilman Shelton to bring the above item from the table. The motion carried 5 ayes, 0 nays. Councilman Bell stated that based on the information and the time that he and his attorney spent with City Attorney Haynes constructing the question for the Attorney General's opinion, he asked this matter be continued and the report be sent in, and to consider it at a later date. A motion was made by Councilman Jim Bell to send in the current request for an Attorney General's opinion, and continue to table the status of his continued service on the City Council. The motion carried 3 ayes, 2 nay, Councilwoman McDonald, and Mayor Fisher voting no. City Manager Malone called for consideration of and action on the following projects to be funded by the Certificates of Obligation, Series 1993: A. $200,000.00 Hot Mix Overlay. B. Police Department Roof. C. Police Department Heating and Air Conditioning System. D. Clean, secure, stabilize or demolish building. City Manager Malone told the Council if they would recalled, with the expectation of funding the Hot Mix Overlay project with funds from the Certificates of Obligation Series 1993 Bond money, this item was not budget, and by City Council motion was a project for bond money, with Earl Smith, City Engineer being the Project Director. _ A motion was made by Councilman Shelton, seconded by Councilman Jim Bell for approval of the $200,000. Hot Mix Overlay to be funded by the Certificates of Obligation Services 1993. The motion carried 5 ayes, 0 nays. City Manager Malone said Item B, Police Department Roof, we have a problem with the roof, that the Committee appointed to look at the problem advised it was bad. City Manager Malone advised this could be completed as an in house project with City Engineer, Earl Smith as Project Director. The cost has not be determined at this time, but one of the things that would be done is an increase in the pitch of the roof. Councilman John Bell, a member of the committee appointed to study the roof at the Police Department, reported that there was an estimate of $68,000.00, but felt that it could be done for approximately $50,000.00.
