A motion was made by Councilman Shelton, seconded by Councilwoman <br />McDonald to take a five minute recess. The motion carried 5 ayes, 0 <br />nays. <br />Mayor Fisher reconvened the Council meeting, and called for <br />consideration of and action on Councilman Jim Bell's continued service <br />on the Paris City Council, which would require a motion to bring the <br />item for the table. <br />A motion was made by Councilman Jim Bell, seconded by Councilman <br />Shelton to bring the above item from the table. The motion carried 5 <br />ayes, 0 nays. <br />Councilman Bell stated that based on the information and the time that <br />he and his attorney spent with City Attorney Haynes constructing the <br />question for the Attorney General's opinion, he asked this matter be <br />continued and the report be sent in, and to consider it at a later date. <br />A motion was made by Councilman Jim Bell to send in the current request <br />for an Attorney General's opinion, and continue to table the status of <br />his continued service on the City Council. The motion carried 3 ayes, <br />2 nay, Councilwoman McDonald, and Mayor Fisher voting no. <br />City Manager Malone called for consideration of and action on the <br />following projects to be funded by the Certificates of Obligation, <br />Series 1993: <br />A. $200,000.00 Hot Mix Overlay. <br />B. Police Department Roof. <br />C. Police Department Heating and Air Conditioning System. <br />D. Clean, secure, stabilize or demolish building. <br />City Manager Malone told the Council if they would recalled, with the <br />expectation of funding the Hot Mix Overlay project with funds from the <br />Certificates of Obligation Series 1993 Bond money, this item was not <br />budget, and by City Council motion was a project for bond money, with <br />Earl Smith, City Engineer being the Project Director. _ <br />A motion was made by Councilman Shelton, seconded by Councilman Jim <br />Bell for approval of the $200,000. Hot Mix Overlay to be funded by the <br />Certificates of Obligation Services 1993. The motion carried 5 ayes, 0 <br />nays. <br />City Manager Malone said Item B, Police Department Roof, we have a <br />problem with the roof, that the Committee appointed to look at the <br />problem advised it was bad. City Manager Malone advised this could be <br />completed as an in house project with City Engineer, Earl Smith as <br />Project Director. The cost has not be determined at this time, but one <br />of the things that would be done is an increase in the pitch of the <br />roof. <br />Councilman John Bell, a member of the committee appointed to study the <br />roof at the Police Department, reported that there was an estimate of <br />$68,000.00, but felt that it could be done for approximately $50,000.00. <br />
